The purpose of this position is to serve as a Settlements Analyst performing work to validate settlement values and construct shadow settlements, including managing disputes with either the California Independent System Operator (CAISO) or with BPA customers.

As a Public Utilities Specialist (Settlement Analyst), you will:
Review message logs and job scheduling tasks to ensure daily CAISO data load is successful.
Compile and review data from multiple systems to validate and verify CAISO settlement calculations.
Validate system calculated-shadow settlements and compare against CAISO settlements calculations.
Validate settlement statements, invoices and bid-cost recovery payments, including over/under scheduling penalties and other charge codes that may be allocated to BPA Transmission customers
Identify CAISO charge discrepancies for BPA Resources that are participating in CAISO markets.
Participate in the review of customer-submitted disputes to determine validity of the claim and root causes.
Identify work process efficiencies to be gained in various settlement functions.
Participate in user acceptance testing, using shadow settlement calculation experience and understanding.
Prepare a work plan to estimate timeline and tasks necessary to complete the special request.
Conduct analyses of settlement data and prepares ad hoc reports upon request.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as:

Three years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). -OR
