Summary

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work approximately 25 pay periods, and you will be in a non-pay status the remainder of the year.

The purpose of this position is to provide direction over extensive museum collections and carry out responsibilities in the four museum functions of collections, exhibits, research, and education.

This position is part of the Resource Management and Planning Division and is duty stationed at Rosie the Riveter/WWII Home Front National Historical Park in Richmond, CA.

Rosie the Riveter/WWII Home Front NHP, is jointly managed with three other National Park Service sites in the San Francisco East Bay area for which this position will work, including Port Chicago Naval Magazine National Memorial in Concord, CA, Eugene O'Neill National Historic Site in Danville, CA, and John Muir National Historic Site in Martinez, CA. These four sites are approximately 30-45 minutes away from one another by vehicle, with John Muir NHS being the most centrally located. Winters are moderate in temperature and rainy while summers are warm and dry. These parks are located within four different suburban or semi-urban communities in the East Bay, all of which provide housing, retail, health care, arts, entertainment, recreation and other amenities. Public schools in the area are considered superior. Unfortunately, housing costs are extremely high throughout the San Francisco Bay Area--considerably higher than the national average, and no government quarters are available.

The major duties of the Museum Curator position include, but are not limited to, the following:

  • Maintains museum collections through processing of loans, accessioning, cataloging and storing a range of artifacts including 19th and 20th-century furnishings, personal items, natural history specimens, memorabilia and archival materials.
  • Creates, organizes, and maintains digital images of museum collections for security, preservation, research and access needs.
  • Maintains current and accurate museum record data using the Museum Collections Management System (MCMS) software.
  • Answers inquiries for park management, staff, researchers, and the public regarding museum collection content.
  • Maintains and organizes museum collection storage areas using archival quality materials and proper handling techniques.
  • Works independently and with others to create temporary, permanent, and web-based exhibits and programing incorporating museum collection objects.
  • Develops training presentations on museum management processes for staff and volunteers.
  • Researches and drafts critical NPS collections-based documents following NPS standards, incorporating current scholarship, and using interdisciplinary analysis.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Must possess within 90 days of employment and maintain a valid state driver's license.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

Qualifications

All qualifications must be met by the closing date of this announcement-11/03/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Requirements:
Individual Occupational Requirements (IOR) The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:

A. Degree: museum work; or in an applicable subject-matter field.

OR

B. Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

OR

C. Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown in A above.

AND

In addition to the above basic requirement above, to qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications requirements listed below by close of the announcement:

Minimum Qualifications:
Specialized Experience: At least one year of specialized experience equivalent to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped me with the knowledge, skills and abilities needed to successfully perform the duties of this position. Specialized experience includes: museum management regulations, policies, directives and procedures, public museum administration that includes registration, cataloging, inventory, reporting, conservation, and preservation techniques related to collection and specific knowledge of policies, procedures, exhibits and artifacts typical of a historic house museum setting. Resume must include hours per week worked.

EDUCATION: Successful completion of 2 years of progressively higher-level graduate education leading to a master's degree or master's degree or equivalent graduate degree in a directly related field of study that has provided the knowledge, skills, and abilities necessary to do the work (i.e. museum studies, curatorial studies, museum exhibit design, art, history, museum object conservation, archival studies, cultural resource management, archeology). You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. Must include transcripts and hours per week worked on the resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Interagency/Career Transition Assistance Plan: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work requires mental alertness, better than average manual dexterity, and mobility. Although
primarily sedentary, inspections and operations evaluations involve activities demanding a certain amount of exertion such as walking, climbing, crawling, lifting of heavy objects, bending, stooping, and reaching. Working with collections can involve prolonged exposure to hazardous
materials and equipment. Working with lighting systems, environmental control systems, and alarm systems can involve exposure to electrical current and the use of power tools with physical hazards. The work entails the ability to concentrate for long periods of time.

Working Conditions: Most of the work is performed in an office and storage or laboratory facility. Frequent visits are made to the library, visitor center, and other museums in the park. The incumbent makes occasional field trips to the backcountry. Some travel to other facilities and museums, as well as to training and professional meetings is required.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
