This position is in the Finance Internal Operations and Strategy (FDT) organization of Finance (F), within the Bonneville Power Administration (BPA).

The purpose of this organization is to meet BPA's mission and objectives around sound business and financial principles by providing a structured approach to program organization design, management, and execution of programs within the portfolios of Finance's transformational key strategic initiatives.

Duties

Help

As a Management and Program Analyst, you will:

  • Research, interview internal BPA customers / end-users, stakeholders, and other interested internal parties to gather and understand customer / end-user requirements, which may include software solutions; and/or business process, procedure, or workflow development; present solution recommendations for BPA management, executives, stakeholders' consideration and approval.
  • Plan, coordinate, and facilitate team working sessions to analyze and document/map current state processes, value streams, and business capabilities and future state processes, value streams, and business capabilities.
  • Draft and recommend key project deliverable documents including requirements, process diagrams, architectural models, workflow maps, project plans, change management plans, standard operating procedures, training, and materials for stakeholder meetings.
  • Monitor progress of assigned projects/assignments to track timelines, milestones, deadlines, standards, and targets, alerting appropriate BPA manager / personnel of any obstacles / potential delays to project / assignment timelines, targets, or success; provide corrective action recommendations.
  • Evaluate and assess business capability (process, people, information, technology) change impacts and recommend appropriate change mitigation activities.
  • Plan, facilitate, and promote change management / informational presentations and/or sessions with a variety of employees ranging from line workers to executives, in both small and large groups, to promote buy-in and change satisfaction.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.

Specialized Experience for this position is defined as: 1) Analyzing, facilitating, modeling, recommending, and implementing change management solutions that align with an organization's business and initiative objectives; 2) Performing analytical and evaluative work to develop strategies, systems, and initiatives (e.g., processes, people, information, technology, etc.) to improve organizational effectiveness and performance; 3) Preparing, planning, and executing project milestones, schedules, and tasks to ensure completion of assigned program activities.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
