This position works in the Alaska Region Communication Center (ARCC), Visitor and Resource Protection Division located in Denali National Park and Preserve. ARCC operates 24 hours a day, 365 days a year and supports law enforcement, aviation, wildland/structural fire, medical, search and rescue, intelligence, and other emergency and routine functions on behalf of the National Park Service with other federal, state, and local agencies. The center operations are complex and serve multijurisdictional all-risk incidents for 16 park units within the Alaska Region.

The purpose of this position is to provide a supervisory dispatcher presence on the floor of the communication center by supporting staff and providing guidance and direction as needed. The position ensures continuity of operations in the communication center in terms of minimum staffing requirements and is on-call as needed. Major duties include:

  • Leading subordinate employees while ensuring seamless operations in the public safety communication center.
  • Assisting the ARCC manager in the development and maintenance of complex dispatch operating plans, guides, protocols, directories, operating systems, databases, intelligence sources, and other reference and training material.
  • Ensuring that staff have the skills, training, motivation, tools, and resources to be effective, resilient, and healthy in their roles within communication center.
  • Planning and scheduling work to be accomplished by subordinates; reviewing work and performance; and performing employee appraisals and evaluations.
  • Acting in a leadership role as an emergency contact and is responsive to questions and problems that staff encounter.
  • Ensuring continuity of operations and that the center meets minimum staffing levels.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you do not presently have a driver's license, you must obtain one within 60 days of your start date.
  • Occupancy of government quarters is required.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • A minimum typing speed of 40 words per minute is required.
  • Work involves occasional lifting of boxes and supplies up to weights of 50 pounds
  • Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

SELECTIVE FACTORS: This position performs as a Lead Dispatcher providing public safety dispatch operation in a complex environment and must be able to obtain and maintain access for both the Alaska Public Safety Information Network (APSIN) and National Crime Information Computer (NCIC) systems, both of which require that the incumbent cannot have been convicted of a felony or a misdemeanor.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading and providing direction to personnel within a public safety communication center; training and providing continuing education to new and established employees in a public safety communication center; serving as a point-of-contact for day-to-day operations in a public safety communication center; in addition to performing the role of dispatcher. You must include hours per week worked.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The nature of the work is primarily sedentary. Occasional bending and lifting are required during movement of materials and supply restocking. Stress from emergency situations, multiple incidents and long hours are present. During this time, intense concentration is needed to perform properly. There are frequent demands for rapid decision-making. Shift work in general is also physically demanding. Incumbent may need to travel to Talkeetna, AK or Fairbanks, AK for work-related meetings. This travel includes no-cost day trips (<12 hours) to Talkeetna, AK and Fairbanks, AK.

Working Conditions: Work is performed primarily in the dispatch center where control and direction must be maintained during emergency situations. Work is normally performed in a specialized office setting. Multi-channel radios are continuously monitored, and multi-line telephones constantly ring, sometimes resulting in a noisy environment. Demands by internal and external customers during peak incident loads can be demanding. Call volume spikes can create a potentially hectic and stressful work environment. Incumbent must be able to concentrate on work projects amidst the activity, interruptions, and the movements of others. Some exposure to hazards occurs in flying, inspections, and field trips presented in the job.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice. Employees should consult professional tax, legal and accounting advisors regarding concerns about the financial implications of a Permanent Change of Station (PCS).

Alaska currently does not have a state income tax.

In the event of an accident while traveling in a government aircraft, the payable benefits of a private life insurance policy may be affected.
