This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:

  • Oversee the initiation and execution of programmatic and financial evaluations, economic analyses, and advisory roles related to research and engineering (R&E) programs and systems.
  • Review the Department of Defense (DoD) Components' annual Program Objective Memorandum and Budget Estimate Submission, crafting actionable recommendations for the USD(R&E) during the Integrated Program/Budget Review.
  • Support OUSD (R&E) leadership in the Planning, Programming, Budgeting, and Execution (PPBE) process through research, quantitative assessments, and by providing briefings and recommendations to the Deputy USD/R&E.
  • Serve as a primary liaison with the Cost Assessment and Program Evaluation and Policy office, they review key guidance documents such as the National Security Strategy and Nuclear Posture Review for their applicability.
  • Draft Department-wide Science and Technology (S&T) guidance for components.
  • Conduct research and analytical studies on program concepts and future systems using methodologies such as financial management, mathematics, and economics to develop cost analyses and estimates.

You may qualify at the NH-4 level, if you fulfill the following qualification requirement:

For the NH-04/(GS-14/15), you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-03(GS-13) grade level in the Federal service, or comparable in difficulty and responsibility to NH-03/(GS-13) if outside the Federal service.

Specialized Experience: One year of specialized experience which includes: leading and executing program, budget, financial and contract management oversight; reviewing, analyzing and defining problems; and formulating recommendations for improvements in budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-3/GS-13).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
