MAJOR DUTIES:

  • This position manages operational aspect of the multi-shift maintenance program and works directly under the Chief of Facilities. Assets, Operations, and Fleet Management: Implements/manages Facility Management Software System for cost effective management of park assets. Performs and maintains asset inventories and parametric' s for the purpose of managing maintenance costs.
  • Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review and evaluation of project documents.
  • Risk Management/Safety: Responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Serves as the park's collateral duty Safety Officer.
  • Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations.
  • Personnel Management: Exercises the full range of supervisory duties. Executes established work plans and establishes work schedules and priorities. Completes or oversees all seasonal hiring and establish performance standards.
JECA Area Information:
Jewel Cave National Monument is located in the southern Black Hills of southwestern South Dakota. It lies approximately 13 miles west of Custer, SD and 24 miles east of Newcastle, WY. It is most noted for its significant underground resources, as well as being recognized as the third longest cave in the world. Its surface features showcase a forested landscape, interspersed with open meadows and wildland fire scars. Limited shopping and medical facilities are available in the nearby gateway communities; however, full service amenities are available in Rapid City, SD, which is located around 50 miles northeast of Custer. Climates range from below freezing in the winter season to mid-90s during the summer months.

  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Applicants must be at least 18 years old.
  • Must be able to obtain and maintain a Class 1 Water and Distribution and a Class 1 Wastewater Collection/Stabilization Pond Certification within 1 year of EOD.
  • Must be able to obtain and maintain COTR certification within 1 year of EOD.

Qualifications

All qualifications must be met by the closing date of this announcement-10/07/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Managing or overseeing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. 2) Conducting surveillance activities over construction, maintenance or fleet operations performed by a variety of private contractors, including reviewing project plans and specifications for workability. 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project Entering data into an asset management system. . You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree in engineering, industrial arts, property management, or business administration or a LL.B. or J.D., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have one half year of the specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.



There is no substitution of education for experience at the grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Work is mostly sedentary in an office setting. At times, physical exertion such as crouching, stooping, stretching or lifting of moderately heavy items is required.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
