WHAT YOU'LL BE DOING DAY TO DAY

As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:

  • Providing program consultation, guidance, and assistance. Responsible for carrying out and promoting significant public health grants management and related activities in Federal, local, and state settings with relative independence.
  • Working in partnership with Government Project Officer (GPOs) and grants management staff on post-award administration, including review of progress reports, participation in site visits, and other activities.
  • Planning, implementing, and presenting training systems for health practitioners, researchers, and other professionals. Conducting and/or assisting in the development and delivery of training courses (e.g., community planning, prevention and intervention, outreach strategies, data collection, etc.). Assisting with special studies and/or demonstrations.
  • Working to develop public health messages with subject matter experts and developing messages into appropriate end-products for communicating mental illness, co-occurring substance use disorders, or public health information to target audiences.
  • Providing consultative services to the most challenging programs or projects with unusually difficult social, economic, cultural, governmental, and political conditions that necessitate the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination.
** Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

WHAT WE ARE LOOKING FOR

Basic Qualifications: For GS-11: Successful completion of a bachelor's degree or higher in public health or other field of study with course work directly related to the work of the position in an accredited U.S. education program. (For information on Foreign Education, please see the 'Education' section of the full vacancy announcement for more details.) Transcripts must be provided.

For GS-11, GS-12 & GS-13:Must have experience that provided:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Minimum Qualifications
:
For GS-11: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-09 grade level in the Federal service performing at least two (2) of the following:
  1. Working within one of the following: public health; mental health; substance use; suicide prevention; crisis response; school based or early childhood behavioral health; residential, inpatient, or outpatient behavioral health systems.
  2. Experience in one of the following: clinical practice; federal, state, or local mental health system administration; recovery support; peer support; case management or care coordination; research, evaluation, or use of mental health data; grant project management; or mental health/behavioral health policy.
  3. Assist in providing program consultation, guidance, and/or assistance to carry out grants management and related activities.

Education:
Successful completion of at least three (3) full years of progressively higher-level graduate education leading to a Ph.D. degree or have a Ph.D. or equivalent doctoral degree, or LL.M., in related disciplines appropriate to the position in an accredited U.S. education program.   1. Working within one of the following: mental health; behavioral health; suicide prevention; crisis response; school based or early childhood behavioral health; residential, inpatient, or outpatient behavioral health systems.
  2. Experience in one of the following: clinical practice; federal, state, or local mental health system administration; recovery support; peer support; case management or care coordination; research, evaluation, or use of mental health data; grant project management; or mental health/behavioral health policy.
  3. Collaborating with internal or external stakeholders.
  4. Leading program consultation, guidance, and/or assistance to carry out grants and/or contract management and related activities.
There is no substitution of education for experience at the GS-12 and GS-13 grade levels of this announcement.
