Summary

This position is part of the Office of Energy Justice and Equity, Department of Energy. As a Management and Program Analyst, you will serves as a program analyst in the functional program areas of Science, Technology, Engineering, and Math (STEM) Outreach & Education. Particular focus area includes but is not limited to: Hispanic Serving Institutions STEM engagements with faculty, high school senior's college transition programs, community colleges, universities and graduate programs.

Duties

Help

As a full performance Management and Program Analyst, you will:

  • Lead educational initiatives by developing technical assistance programs, projects and events to remove barriers, increase the clean energy pipeline and job training for individuals in disadvantaged communities.
  • Communicate with the Hispanic community verbally and in writing.
  • Serve as lead for Hispanic Serving Institutions that work with Department of Energy.
  • Advise leadership on current and new organizational methods and procedures for improvement to provide effective STEM engagement across all Laboratory campuses.

  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • The incumbent must complete Technical Project Officer (TPO) training within 24 months of hire.

Selective Placement Factor:
This position requires the incumbent to be fluid in Spanish through verbal, written and reading communication.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Coordinating training workshops relevant to Science, Technology, Engineering, and Math (STEM) education needs in the Hispanic community.
  2. Engaging with faculty, community colleges, universities or graduate programs with a focus on Hispanic community engagement.
  3. Collecting and researching data for evaluations of programs/operations related to the Hispanic communities.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  1. Engaging with institutional programs, facilities, or services to expand the educational opportunities for Hispanic Americans.
  2. Collaborating with peers to improve technical assistance training regarding contracting and funding opportunities for Hispanic communities focusing on higher educational institutions.
  3. Developing technical assistance programs and events to remove barriers for individuals in Hispanic communities.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
