Duties

Help

As a Facility Operations Specialist , you will:

  • Coordinate and integrate maintenance operations support in the Carlsbad Field Office site, with the facility operation and equipment life cycle management efforts, installed building equipment management, installed building equipment accountability, and maintenance/repair of facility equipment, systems, and structures, accounting for facility operations and maintenance.
  • Support the Maintenance and Facilities Program Manager, ensuring all facilities management and project management activities are integrated and consistent.
  • Analyze and support infrastructure construction project proposals and determines whether the project supports the Department of Energy's mission and meets program priorities.
  • Evaluate and review Annual Site Maintenance Plans; reviews and validates maintenance backlog and reviews plans for timely reduction of deferred maintenance backlogs; and reviews annual, contractor-prepared budgets for maintenance and reviews/provides input to maintenance and recapitalization components of the annual Site Plan.
  • Support in providing facility operations maintenance mission, and equipment through surveillance of facilities and equipment sustainment maintenance, inspection, repair, modification, and testing of facilities and equipment to meet the overall operation, maintenance, and repair activities for heating, ventilation, air-conditioning (HVAC), electrical, emergency power, lighting, steam, plumbing, vacuum, roofing, flooring, fire protection systems and equipment, and all real property utilities systems activities including surface and undergrounds maintenance activities.

Qualifications

GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Assisting in developing evaluations reports.
2. Revising new project designs and construction plans.
3. Ensuring all facilities management and project management activities are integrated and consistent.

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Developing a program which maintains real property.
2. Ensuring proposed projects are properly validated and all aspects of environment, safety, and health requirements are incorporated in projects from start to finish.
3. Validating data used in preparation of plans and provides technical expertise to the office in support of annual appraisal process.

OR YOU MAY QUALIFY FOR THE GS-11 BASED ON EDUCATION: Three years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Operations Management, Facilities Management, Engineering, Construction Management, Business Administration, or a similarly related major.

OR YOU MAY QUALIFY FOR THE GS-11 BASED ON A COMBINATION OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
