Duties

Help

As an External Affairs Officer, you will:

  • Coordinate across IA subordinate offices, the Office of the Chief Financial Officer, the Office of Congressional and Intergovernmental Affairs and others to revise IA's congressional engagement strategy, identify projects and issues that are appropriate for Congressional briefings, identify and engage stakeholders for consultation, and prepare teams to be effective briefers.
  • Review, analyze, and edit responses to Congressional and external stakeholders for accuracy, adequacy of supporting narrative remarks and justification, and confirmation with IA policies and procedures.
  • Actively track legislative and appropriations cycles, brief leadership and IA subordinate offices on legislative and appropriations developments that impact IA's mission, recommend to leadership opportunities for legislative proposals and coordinate the process for submitting information in accordance with established deadlines.
  • Develop and maintain communications tools for IA. Manage IA's website and LinkedIn account including generating original content, supporting content development by IA's policy teams, and sharing content on appropriate platforms in a timely manner.

Qualifications

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Maintaining a professional working relationship with congressional staff and other external stakeholders; AND
  • Developing and maintaining communications tools, websites, and social media accounts, including generating original content; AND
  • Working to shape briefings; including developing key messages, preparing briefing materials such as presentations, read-aheads, leave-behinds; and leading preparatory meetings; AND
  • Creating comprehensive strategic outreach campaigns, and/or grassroots advocacy campaigns that target multiple stakeholders.
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  • Maintaining a professional working relationship with congressional staff and other external stakeholders; AND
  • Developing and maintaining communications tools, websites, and social media accounts; AND
  • Working to shape briefings; including developing key messages, preparing briefing materials such as presentations, read-aheads, leave-behinds; AND
  • Assisting with comprehensive strategic outreach campaigns, and/or grassroots advocacy campaigns that target multiple stakeholders.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
