Duties

Help
  • Provides leadership on a variety of major management issues (e.g. workforce planning, budget, allocation of resources, etc.).
  • Work with colleagues, subordinates, upper management and external parties to gather information for the design and implementation of new and innovative high-level initiatives and strategies.
  • Manage change in administrative policies and strategies and conveying those changes to a wide range of colleagues and customers with diverse and conflicting needs and expectations.
  • Consult with key managers and stakeholders to ensure that all alternatives are identified and discussed.
  • Plan, coordinate, and oversee major federal mineral initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide use and implications.

  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience-GS-14: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing program goals, policies, processes, or recommendations for improvement; (2) managing areas of strategic and workplace planning, budget formulation, or quality improvement initiatives; (3) developing recommendations to resolve or remove barriers towards achieving goals; (4) coordinating with internal and external stakeholders to assess feasibility of administrative systems.

Education

There is no substitution of education for experience at the GS-14 grade level of this announcement.

Additional information

Physical Demands: The work is sedentary, although there is some walking, standing, and bending required to personally coordinate with other offices, pick up supplies, and maintain office files.

Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
