As a Supervisory Management & Program Analyst, you will:

  • Supervise a staff of professional and administrative senior analysts; build and promote a work- culture that is inclusive, collaborative, and maximizes the talent of unit members.
  • Develops performance standards for subordinates and assigns work; evaluates the work performance of subordinates, and gives advice, counsel, and/or instruction to employees on both work and administrative matters (e.g., professional development plans, goal setting, training needs).
  • Serves as subject matter expert in residential low-income community solar and workforce development programs.
  • Develops and issues strategic plans to facilitate "strategic thinking" and the broadest possible mission accomplished.
  • Serves as lead spokesperson for assigned programs and leads special multidisciplinary studies and analyses.

  • This position is not included in a bargaining unit.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • You may be required to serve a probationary period.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Experience planning, directing, and evaluating the work activities and performance of subordinates.
  1. Experience developing, implementing, and managing residential low-income renewable energy programs with enabling legislation (such as community solar) at the federal, state and/or local government level.
  2. Experience advising and making recommendations on the effects of policy and regulatory frameworks for the purposes of enabling low-income renewable energy and community solar access.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
