Summary

This position is in the Unified Communications (JNPC) of the Platform Services (JNP) organization of Enterprise Technology Operations Services (JN), Information Technology (J), Bonneville Power Administration (BPA).

The purpose of this position is to serve as an IT specialist and technical expert for Unified Communications (Messaging or VoIP and Video Teleconferencing technologies). The scope of the duties are associated with System Administration and Systems Analysis specialty areas.

As an IT Specialist (System Administration/Analysis), you will:

  • Evaluate the impact of technological change and conceive of solutions to highly complex technical issues and/or rapidly evolving technology.
  • Provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Perform a variety of work involving planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems supporting the Enterprise Messaging or VoIP and Telecomm Services.
  • Plan and conduct evaluations to determine capacity requirements and recommend hardware/software replacements or upgrades.
  • Plan and coordinate the installation, configuration, maintenance, and upgrade of enterprise management software, and hardware related to enterprise-level changes to the systems infrastructure.
  • Perform administration for Messaging or VoIP and Video Teleconferencing technologies applications.
  • Lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions.
  • Present recommendations for adoption of new methodologies, and lead implementation.

  • At times must come in to give assistance in correcting problems. May be required to participate in an after-hours On-Call rotation.

Qualifications

BASIC REQUIREMENT:

You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To meet this requirement you must demonstrate "Advanced" level proficiency in each of the four competencies listed above as follows:

GS-13 Advanced - You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies.

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as: Experience as a Cloud Administration Engineer (e.g. Azure, Amazon AWS, Oracle Cloud Service ), performing Cloud Administration tasks associated with enterprise messaging, message filtration management, and Online Collaboration platforms (e.g. Exchange, Exchange Online Protection (EOP), Teams online); 2) implementing and supporting complementary cloud-based technologies such as configuring telephony workloads for Teams Online, including Direct Routing and Operator Connect, with demonstrated working knowledge of VoIP and SIP protocols and Session Border Controllers; 3) Implementing hybrid, cloud-based and on-premises configuration policies, security profiles, and policy rules to ensure message flow, mailbox security, and collaboration tools integration security with regular log monitoring activities; 4) Applying analytical and evaluative methods and techniques to issues or studies concerning the design, efficiency and effectiveness of the unified communications systems supporting the Agency's enterprise messaging and online collaboration tools; 5) Recommending new or modified work methods and management processes, and providing support for developing, integrating, testing, and maintaining of hybrid cloud and fully cloud-based systems and systems integration components.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
