As the Incumbent of this position, you will: serve as the Assistant Deputy Director for Equal Employment Opportunity in the Office of Civil Rights and Equal Employment Opportunity (OCR-EEO), U.S. Department of Energy (DOE). The Assistant Deputy Director is the Deputy to the Deputy Director for Civil Rights and Equal Employment Opportunity, Office of Civil Rights and Equal Employment Opportunity, for all EEO program (e.g., affirmative employment, Model EEO Program, EEO informal complaint process, EEO training on discrimination and harassment prevention, etc.) matters, and reports to the Deputy Director for Civil Rights and EEO.

The Assistant Deputy Director for Equal Employment Opportunity will:

  • Develop and administer Departmental policies, practices, and procedures under Titles VI and VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Rehabilitation Act of 1973, Age Discrimination Act of 1975, Age Discrimination in Employment Act of 1967, Genetic Information Nondiscrimination Act of 2008, Equal Pay Act, U.S. Equal Employment Opportunity Commission (EEOC) regulations, EEOC Management Directive 715, EEOC Management Directive 110, and related civil rights statutes and Executive Orders which prohibit discrimination within the Federal Government and in programs and activities receiving Federal financial assistance or grants.
  • Discharge all actions necessary to carry out program responsibilities, including executive oversight, supervision, and guidance related to: the EEO Functional Realignment and EEO corporate services across the DOE enterprise; achieving the six elements of a Model EEO Program, as defined by the EEOC; leveraging resources and enhancing the capability of the DOE EEO community of practice; formulating and executing EEO non-discrimination policies and procedures; the strategic implementation of the EEO informal complaint process across the enterprise (except for NNSA and BPA); the conduct of extensive barrier analysis of the DOE Federal workforce to identify areas of concern in hiring, development, and promotions; the development and deployment of innovative EEO training on the subject of EEO compliance, harassment prevention, prevention of sexual harassment, retaliation, and bystander intervention enterprise-wide; and the Department's annual special emphasis programs, among other executive responsibilities.
  • Direct organizational activities, frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Incumbent sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability.
  • The incumbent will determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions.
  • Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
  • Serve as an expert and make determinations on complex matters involving the continued implementation of the EEO Functional Realignment, evaluating methods to leverage resources and expand OCR-EEO's reach to and impact on the DOE Federal workforce across the enterprise, implementation of the six elements of a Model EEO Program enterprise-wide, the conduct of barrier analysis of the DOE Federal workforce, and the strategic implementation of the EEO informal complaint process across the enterprise.
  • Oversee management of personnel assigned to the Office of Civil Rights and Equal Employment Opportunity. The incumbent reviews, evaluates and appraises the work performance of subordinates, provides advice, counsel, and instruction to employees on work and administrative matters, recommends training needs of employees, and develops performance standards and completes performance ratings.
  • The incumbent provides direction to the Director of the EEO Corporate Services and Oversight Division, which is responsible for the full spectrum of the affirmative employment program at designated field site locations, implementation of a Model EEO Program at designated field site locations, and the EEO informal complaint process for all DOE field site locations.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade/pay band in the Federal service. For this position, experience must be at least equivalent to the EJ/ III or GS-13 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service Programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment.
