This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance GS-13, Intelligence Research Specialist, you will:

  • Serve as Lead Counterintelligence (CI) Analyst directly supporting a range of mission activities including threat analysis, collections, special security, insider threat, and investigations throughout the Albuquerque Field Office (AFO) area of responsibility.
  • Collaborate with other members of the AFO and seek integration and synergy between all CI Program functional mission area specialists.
  • Provide CI support for National Nuclear Security Administration (NNSA) Nuclear Weapon and Nuclear Non-Proliferation programs through direct engagement with federal and contractor program managers.
  • Develop and implement CI Awareness plans including initial, recurring, and specialized training for the general Department of Energy (DOE)/NNSA population and technical program participants.
  • Analyze information and data-set to reach judgments, conclusions and recommendations supported by the assembled facts.
  • Present to a wide variety of audiences within DOE/NNSA and the United State Intelligence Community (USIC).

  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
  • Limited telework may be available based upon mission requirements of the position.
  • This position is not included in a Bargaining Unit.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Conducting analysis to identify indicators of espionage, terrorism, or insider threats within the Intelligence Community.
  2. Providing input to produce written Threat Assessments, Special Reports or Counterintelligence notes to provide to senior leadership.
  3. Collecting intelligence data from a variety of source, evaluate the significance of the data, or provide recommendation to fill information data gaps.
  4. Participating in briefings concerning potential threats to instill a broad understanding of the Counterintelligence and threat awareness.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
