Duties

Help

As a Program Manager, you will:

  • Conduct walk-through inspections of the environment and/or facilities and projects for the purpose of identifying environmental protection issues, incidents of non-compliance with standards and guidelines, and potential problem areas.
  • Assure that activities are performed within approved environmental protection standards and in compliance with applicable orders, laws, and regulations.
  • Monitor integrated and complex environmental program performance involving site permits issued by regulatory agencies.
  • Ensure contractor management control systems and procedures adhere to NNSA/DOE environmental and NEPA requirements, policies and practices, and contractual obligations.
  • Assure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations.
  • Make contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements.
  • Participate in meetings, conferences and special working groups with M&O contractor and other subject matter experts; Federal, state, and local regulators (e.g. EPA, TDEC, etc.).
  • Observe, appraise, and evaluate contractor performance through surveillance, field observations, and the evaluation of operational integration in production activities.

  • Human Reliability Program (HRP) This position is covered by the Department of Energy's Human Reliability Program (HRP) and is subject to a psychological test and evaluation on an annual basis.
  • Must be able to obtain certification in the DOE's Technical Qualification Program (TQP) within 18 months of start date. This position is covered by the Technical Qualification Program (TQP), which requires the incumbent to acquire and demonstrate competencies identified in the TQP Functional Area Qualification and Field Office specific standards and requires certification of the competencies by NNSA supervision and TQP qualifying officials. https://ntc.doe.gov/student/stp/techqualprogram

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the federal service, i.e., NQ-2 or GS-12. This experience may have been gained in either the public or private sectors. Specialized experience for this position is defined as:

  • Serving on a team or supporting technical evaluations of contractor operational and implementation plans including in an industrial, nuclear or non-nuclear facility; and
  • Reviewing reports and processes to make recommendations to management on issues that may impact the safety and protection of the
    workers.
Examples of Specialized Experience:
  1. Serving on a team supporting Environment, Safety, Health, or Quality functions.
  2. Performing technical evaluations at industrial, nuclear, or non-nuclear facilities.
