Duties

Help

  • Oversees Acquisition and Financial Assistance Management's Financial Assistance program. The Program consists of grants and cooperative agreements ranging from less than $250K to $20M.
  • Provides technical assistance to junior staff, recipients, and customers. Plans and directs technical work of the financial assistance staff through all phases of development, preparation, coordination, award, and administration of financial assistance instruments. Originates and develops written guidance from multiple source documents and materials for Regional personnel engaged in financial assistance activity.
  • Performs detailed budget analysis on both competitive and non-competitive agreements. Reviews budget for proposed projects to determine necessity, reasonableness, and appropriateness of the proposed costs. This may involve obtaining, verifying, and evaluating data supporting each element of cost such as salaries, fringe benefits, indirect rate, supplies, equipment, and travel. Verifies allowability under applicable cost principles.
  • Prepares pre-award financial assistance agreements. Posts funding opportunities, provides notification to applicants about application status, provides debriefings to applicants whose proposals weren't selected for award, reviews applications, and prepares award documentation.
  • Administers post-award financial assistance agreements. Monitors and administers agreements to completion. Maintains continuing surveillance and oversight of financial assistance agreements by review of financial reports, expenditure reports, correspondence, GOTR reports, telephone consultations, and meetings with Reclamation technical staff.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in at least two of the following duties: (1) training/mentoring of junior staff in acquisitions or financial assistance related work; (2) performing technical work with pre-award financial assistance actions; (3) performing technical work with post-award financial assistance actions; or (4) detailed budget analysis for either competitive or non-competitive financial assistance agreements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/09/2024.

Education

This position does not allow substituting education for experience.
