Term Project Descriptions:
  • Improve Potable Water Supply to lntercanyon and South Rim (AKA Transcanyon Waterline): This project replaces 12.5 mile-long transcanyon waterline, electrical line from Indian Garden pump station to Phantom Ranch, distribution systems at Phantom Ranch & Havasupai Gardens, & adds water treatment at Inner Canyon visitor areas. The new system will be capable of providing over 1 M gallons of potable water per day to inner canyon visitor areas & South Rim. The existing transcanyon waterline conveys water by gravity feed from Roaring Springs Cave, located approximately 3,200 feet below North Rim, to Havasupai Gardens Pump Station, located approximately 3,000 feet below South Rim. Water is pumped to South Rim. This project will be accomplished in two phases: Phase 1 includes construction of Water Treatment Plant on South Rim (funded in FY20); Phase 2 effort replaces of a portion of existing transcanyon waterline, upgrades electrical service between Phantom Ranch & Indian Garden, & renews or replaces to 50- to 90-year-old intake & distribution systems at Phantom Ranch & Indian Garden. This project is projected to have a 4-year duration, completing in 2027
  • Construction of Support Facilities for Transcanyon Waterline Project (AKA Contractor Support & Helibase): Provide support to the project Improve Potable Water Supply to lntercanyon and South Rim, through the construction of contractor support facilities on south rim of Grand Canyon National Park. Work will include expansion of the current helibase field/deck and construction of a helibase operations building to support contracted helicopter operations, clearing and graveling of a construction material receiving/ assembly area, clearing and running utilities for contractor construction trailers and RV/temporary housing sites, and construction of a gravel 1,500 LF contractor access road from the park main entrance directly into the maintenance/helibase complex. This project is projected to have a 4-year duration, completing in 2027.
  • Replace Wastewater Plant at South Rim Village (a Great American Outdoors Act Legacy Restoration Fund Program): This project will replace the South Rim Wastewater Treatment Plant (plant). The existing plant, constructed in the 1970s, services al I visitor, resident staff housing, lodging, and support facilities at the Village South Rim of the Grand Canyon. Maintenance/repair work will be reduced by replacing the control and lab building, headworks, aeration basins, solids digesters, dewatering system, pumps, tertiary treatment, generator, piping systems, and SCADA system. The project will also include upgrading the new control building with modern code compliant HVAC and electrical systems, adding fire alarms and fire suppression systems throughout the facility, construction of an equalization basin, adding a receiving and processing system for vault toilet waste. This project is projected to have a 4-year duration, completing in 2026.
  • Rehabilitate the North Rim and Roaring Springs Utility Systems (a Great American Outdoors Act Legacy Restoration Fund program): Scope for this project includes the rehabilitation, repair, and replacement of elements of the North Rim & Roaring Springs utility systems (water, wastewater & electric). The project will be phased in subsequent funding years. Phase I focuses on the water system and associated appurtenances and support structures. Phase II focuses on the remaining utilities including wastewater, electrical and communication systems and their associated appurtenances and support structures. This project is projected to have a 5-year duration, completing in 2028.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-07/07/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: support and solving simple logistical or operational problems in relation to design and construction projects AND solving complex logistical or operational problems in relation to design and construction projects. Experience may be in the following but not limited to: evaluating projects and construction ensuring compliance with NEPA and/or other environmental protection mitigations. Your resume must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

South Rim Housing:
Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.

There is no substitution of education for experience at the grade level(s) of this announcement.

Additional information

Area Information:
This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.

Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical, and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work is mainly performed in the field with periods of sedentary office work. Site visits involve the demands and hazards associated with fieldwork on a construction site or in a backcountry environment. Trail travel in the Grand Canyon, on foot, is required and can be extremely demanding. Must be able to hike 10 miles with 5,000 feet elevation gain or loss carrying a pack in all types of weather. Travel in the canyon by helicopter is also required. The incumbent may lift moderately heavy objects weighing up to 50 pounds.

Working Conditions: Most work is performed on field sites during standard working hours. Visits to field sites require working outdoors in varying weather conditions and terrain. Work involves using numerous special safety precautions, walking over rough, uneven surfaces, climbing, using wheelbarrows, stooping, bending, climbing on roofs or elevated work areas, standing for long lengths of time, entering high voltage areas, working in contaminated areas, etc. Field trips require use of hard hat, boots, and eye and/or ear protection. Some travel is required via automobile, helicopter, airplane, river raft, and trail. Helicopter landings on unimproved landing areas is sometimes required. Some work requires working under the helicopter to hook or receive sling loads of equipment and supplies.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
