Help

The selectee for this position will plan and carry to completion a variety of activities associated with the construction management program for the Glen Canyon Field Division (GCD).

Major Duties include, but are not limited to:

  • Inspect contractor's operations to assure compliance with the specifications and engineering and construction practices and methods.
  • Investigate Quality Control (QC) and Quality Assurance (QA) test results and ensure corrections are identified and made within the constraints of the contract.
  • Determine acceptable construction methods and reject or disapprove the contractor's methods when it is known that the results will not meet specification requirements.
  • Submit progress and inspection reports and maintain records of work accomplished.
  • Apply contracting procedures and how it relates to construction, contract modifications, change orders, and fact finding.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience:
For the GS-08 Level:
Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following: (1) assisting with or independently conducting inspections of construction projects to ensure contract specifications are followed; (2) assisting with or independently interpreting construction plans to ensure adherence to safety requirements; (3) reporting potential problems in construction phases; and/or (4) assisting with or independently preparing daily summary reports on progress of construction operations for management review.
OR
Education: Successful completion of at least two full years (36 semester/54 quarter hours) of graduate level education or a master's degree in which the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying). The education must have been obtained in an accredited college or university. You must include transcripts.
OR
Combination: Successful completion of a combination of graduate level education that is directly related to the position and experience as described above. To combine education and experience, first take (in excess of 18 semester/27 quarter hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. The education must have been obtained in an accredited college or university. You must include transcripts.

For the GS-09 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following: (1) monitoring contractor progress and quality of work to ensure contract specifications and schedules are met; (2) performing on-site condition assessments to identify and document current deficiencies; (3) inspecting work performed by contractors to ensure conformance with contract documents; and/or (4) observing contractor's operations and practices to assure safety and health regulations are being observed.
OR
Education: Successful completion of at least two full years (36 semester/54 quarter hours) of graduate level education or a master's degree in which the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying). The education must have been obtained in an accredited college or university. You must include transcripts.
OR
Combination: Successful completion of a combination of graduate level education that is directly related to the position and experience as described above. For the GS-10 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following: (1) inspecting and/or resolving questions on workmanship, equipment, and materials; (2) observing construction at all stages to identify and report potential problems; (3) reviewing plans and specifications during planning and design stages to become thoroughly familiar with job requirements; and/or (4) informing contractors of requirements on construction scheduling, reporting, safety measures, and labor issues.

For the GS-11 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) ) performing at least three (3) of the following: (1) inspecting contractor's operations to assure compliance with the specifications and acceptable engineering and construction practices and methods; (2) observing and/or investigating construction at all stages to identify and report potential problems; (3) recording changes and modifications to contract drawings and specifications for use in the preparation of as-built drawings at completion of construction; and/or(4) conducting biddability, constructability, reviewing of plans and specifications for construction projects.

Education

There is no substitution of education for experience at the GS-10 and GS-11 grade level(s) of this announcement.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

This position is designated as a LOW RISK position. It requires a fully completed and favorably adjudicated SF85 Background Investigation (T1 or equivalent) that is current (within the last 5 years). This is a condition of employment.

Physical Demands: Work is mostly field work often at construction sites requiring strenuous physical effort such as stooping, lifting, bending, walking, climbing, and conducting inspections in a variety confined or limited spaces such as pipes, tunnels, shafts, etc.

Working Conditions: Field work involves moderate risks associated with a construction site; however, the work does involve high risks of exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions where conditions cannot always be
controlled. This includes shift work (depending on the contractor's schedule), frequent inspection in enclosed spaces such as small to large diameter pipes and tunnels, working at great heights, working in extreme temperatures, etc. In such cases specialized training is provided. Up to 75 percent of the work is performed out of the office. A minor portion is performed in an office setting with adequate accommodations.
