Summary

This position is located in the Cultural Resources Climate Change and Appeals Program. Incumbent will provide the technical expertise, advice, and program analysis to manage available resources, reach decisions, and establish and implement the goals of the Associate Director and the Service.


This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years.

This is a fully remote position.

Duties

Help

The major duties of the Program Analyst position include, but are not limited to, the following:

  • Coordinates and assists in the development of policies, standards, and procedures for the identification and protection of cultural resources with climate change vulnerabilities.
  • Coordinates the development of guidance, provides direction and assistance to parks and regions, federal, state, tribal, and local governments, and cooperating non-profit organizations and institutions for the identification, documentation, preservation, study, development, use, and management of cultural resources with climate change vulnerabilities.
  • Provides technical expertise, advice, and analysis to leadership about the management of available agency resources, decision making, and establishment and implementation of directorate and NPS goals.
  • Monitors the obligation, use, and expenditure of allotted funds on a continuing basis throughout the fiscal year. Advises leadership about how effectively funds are being used and recommends changes in allocation of funds and/or personnel, as appropriate, to meet long-range program needs and agency priorities.
  • Evaluates major projects conducted through field offices for consistency with program policies and standards and funding guidelines established by the Bureau, Department of the Interior, Office of Management and Budget, and Congress. Recommends corrections and changes as necessary to the field office to maintain compliance with polices and standards.

Qualifications

All qualifications must be met by the closing date of this announcement-06/25/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following: (1) understanding of climate change impacts to various types of cultural resources; (2) project management; (3) developing and tracking budgets; (4) analysis of documentation, monitoring, planning, and/or treatment projects for cultural resources; (5) demonstrated ability in professional writing and communications; and (6) engaging with collaborators in research and training to improve adaptation to climate change for cultural resources. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected, the display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

TERM POSITION: The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Physical Demands: The work is primarily sedentary and performed indoors in an office setting. Normally the employee may sit comfortably to do the work. Some walking or standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences; periodic travel is required. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. Mental stressful and taxing situations are frequently present.

Working Conditions: Work is performed in an adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The incumbent observes normal safety precautions when working in and traveling away from the work site.
