Summary

This position is part of the WAPA-UGP-Upper Great Plains Region. As a Lead Budget Analyst, you will be serves as the Lead Budget Analyst, regional expert and principal advisor to the regional Financial Manager (FM) on finance and budgetary matters, and whose primary purpose is to lead a team of Budget and Financial Program Analysts

This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.

Duties

Help

As a Lead Budget Analyst you will:

  • Provide expert advice on fund budgeting for the assigned programs to budget staff and program managers at WAPA Headquarters (HQ) and regional offices.
  • Independently resolve program and budget problems and operating situations that involve interpretation of budget policy.
  • Maintain total management perspective in making budget decisions and recommendations or in dealing with operating officials.
  • Review, analyze, interpret, edit, consolidate, and coordinate changes to budget submissions from five regional offices located throughout the central and western United States.
  • Develop briefing papers, presentations, and recommendations for management and applicable committees.
  • Perform special management studies and reports, such as cost ratios of overhead to direct labor.
  • Formulate budget estimates and annual financial plans for multiyear programs and personnel, facilities, and equipment to ensure the most effective and economical expenditure of funds and revenues.

  • This position requires the ability to operate a Government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as:

  • Experience with the formulation, submission, justification, execution and reporting of annual, multi-year and multi-appropriation budgets for a federal organization;
Examples of specialized experience include experience with performing budget formulation and execution activities in accordance with established policies and procedures, preparing narrative and statistical justifications for budget submissions, developing explanations and responses to questions regarding organizational programs and projects, participating in setting program policies, goals, objectives, and priorities, and planning, developing, and executing the organization's budget initiatives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
