Summary

This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist, you will serve as a power billing specialist performing a variety of data collection, analysis, and evaluation in support of the Settlements and Power Billing function.

**This is not a remote position. The selectee will be required to be physically present at the Folsom CA duty location.**

Duties

Help

As a Public Utilities Specialist at the full performance level, you will:

  • Test, analyze, and evaluate the effectiveness of the regions' Settlement and Power Billing operations in meeting established goals and objectives.
  • Perform after-the-fact checkout, generate purchase orders, supplier sheets, and power bills/invoices and oversee power billing activities.
  • Utilize automated energy accounting systems and develop spreadsheets to implement business procedures and guidelines to accomplish settlements and power billing tasks.
  • Research and compile complicated energy accounting and meter data for internal/external customers, CAISO, BANC, and regulatory agencies such as North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Compression (FERC), Western Electricity Coordinating Council (WECC).
  • Collaborate with other team members in Power Marketing, e.g., Contracts and Merchant teams, and assist in the development of contracts involving power sales, wheeling, interchange of energy, settlements, power billing, and energy purchases.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

At the GS-11 level, applicants must have at least one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service in the following areas:

  1. Experience with analytical and evaluative methods, tools, and techniques to apply them to program operations and issues concerning the efficiency and effectiveness of power marketing SNR Settlement operations.
  2. Experience with laws, policies, and regulations applicable to the electric utility industry to make effective recommendations for business process improvements.
  3. Experience with Regional Transmission Organizations and/or Independent System Operators protocols and tariffs, as they relate to settlement charges and markets.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of higher level graduate education and experience that together meet the qualifications for this position.

At the GS-12 level, applicants must have at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service in the following areas:
  1. Experience in reviewing, analyzing, and evaluating automated and/or manual settlement and financial management systems to solve problems and provide information to internal and external customers.
  2. Experience applying Regional Transmission Organizations and/or Independent System Operators protocols and tariffs, as they related to settlement charges and markets.
  3. Experience in after-the-fact checkouts, purchase orders, supplier sheets, and power bills/invoices including the coordination of power billing activities with internal Power Marketing business units to ensure accurate customer information and billing.
