Summary

This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist, you will support the Itron MV-90 administrator responsible for managing, operating, and troubleshooting issues with the MV-90xi application and remote interrogation metering system and similarly, all settlements and power billing functions related software configurations.

**This is not a remote position. The selectee will be required to be physically present at the Folsom, CA duty location.**

Duties

Help

As a Public Utilities Specialist at the full performance level, you will:

  • Function as a System Administrator for the MV-90 application, organizes, coordinates, manages, and operates the MV-90 remote interrogation metering system, including daily translations, meter health checks, troubleshooting and maintenance information and data.
  • Process and supply detailed and complex data to SNR Settlements and Power Billing department and external customers, that enables monthly billing processes to proceed without delay.
  • Estimate load profile data as required due to remote interrogation problems, meter failures, and such
  • Represent SNR in dealings with individuals, work groups, and committees belonging to other offices, industry groups, customer groups, and utilities regarding settlements, metering, or billing and their interface requirements with these offices, industries, and utilities.
  • Update and maintain meter data, calculations, in the settlements system used to determine customer's transmission usage over and above their firm electric demand and calculates customer's financial obligation for network transmission and ancillary service charges.
  • Be responsible for innovative and original analysis and review to ensure proper meter interrogation issues are resolved, maintaining documentation to include but not limited to drawings, instruction books, and maintenance history, providing input to complex changes in equipment and systems, and planning and coordinating programs and projects for the design, specification, acquisition, construction, installation, and commissioning of new systems.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

At the GS-09 level: You must have at least one year of specialized experience equivalent to the next lower grade level [GS-07] in the Federal service. Specialized experience for this position is defined as:

  1. Analytical and evaluative methods, tools, and techniques.
  2. Reviewing, analyzing, and evaluating automated and/or manually collected data.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of higher level graduate education and experience that together meets the qualifications for this position.

At the GS-11 level: You must have at least one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service. Specialized experience for this position is defined as:
  1. Analytical and evaluative methods, tools, and techniques to apply them to program operations and issues concerning the efficiency and effectiveness of power billing and settlement operations.
  2. Laws, policies, and regulations applicable to the electric utility industry to make effective recommendations for business process improvements.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of higher level graduate education and experience that together meets the qualifications for this position.
