Duties

Help

As a Realty Specialist, you will:

  • Participate in the public meeting process (noting landowner comments, answering questions regarding complex real estate issues, and provides support to the Project Team, etc.). Analyzes data and landowner comments received during the public meeting process.
  • Within delegated authority, prepares estimates of value for acquisitions or to establish an estimate for damage settlements such as crop damage claims by conducting market surveys where comparable sales data may be difficult to obtain because the market may be limited or unstable or because market participants are uncooperative.
  • Recommends cases for condemnation by providing pertinent information to the supervisor so that a decision can be made whether to pursue the condemnation process. If a decision is made by management to pursue the condemnation process, works directly with Condemnation Specialist and legal counsel to provide the necessary support documentation.
  • Plan, develop, implement, interpret policy for, and administers property management and disposal for a wide range of routine and complex real property cases, which may require significant departures from established realty practices and procedures and may include cases that have been identified as being politically sensitive.
  • Investigate reports of encroachments and resolves conflicts that arise on BPA fee or easement property. Interprets BPA's encroachment policy; coordinates with BPA engineers, maintenance, and appropriate BPA staff to determine the action BPA will take to remove, modify, or permit the use. Provides support to legal counsel as needed, if BPA Management determines that BPA will pursue further action through the courts to effect removal.
  • Provide extensive courthouse real estate research including ownership, land rights, property descriptions, zoning, land use planning, etc. Obtains support documentation to run chain of title.
  • Answer landowner and field inquiries as to the extent and use of BPA property rights. Serves as the Regions expert on real estate related questions, providing advice to maintenance and construction in support of their programs.

  • The incumbent reports to the Supervisor for Real Property Field Services but is physically located in the Region the position is located.
  • The incumbent is required to travel by air, land and water.
  • The incumbent is required to possess and maintain a valid State Driver License and operate a government owned motor vehicle.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-09: You must have one year of specialized experience equivalent to the next lower grade (GS-07). Specialized experience for this position is defined as: Applying real estate principles, rules, regulations, and practices and a general understanding of real estate markets to 1) provide real estate services that include real property acquisition, leasing, land management, disposal of real property, and 2) appraisal principles and practices to estimate value of property using the market data approach with comparable properties, easily resolved questions of ownership, and with few or no encumbrances.

You may substitute education for specialized experience as follows:

  • Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.

GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09). Specialized experience for this position is defined as: Experience in real estate lands-based principles, concepts, and practices to 1) conduct land rights review and analysis of easements, fee owned real property, and other land rights. 2) conduct negotiations for land and land rights acquisitions (e.g., title history review, easement acquisition, fee purchase of land, land leases, permits, etc.) and 3) perform real property rights management and disposal of easements, fee owned property and other land rights (i.e., land use agreements , encroachment removal, land dispute resolution, and disposal of easements and fee owned lands).

You may substitute education for specialized experience as follows:

  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. You will receive credit for all qualifying experience, including volunteer experience.
