Duties

Help

This position serves as a Park Ranger for the Andrews/Steens Field Office of the Burns District BLM and will be report to the AFM-Resources. Although part of the Andrews/Steens Field Office, work could be across the Burns District. The Burns District is based in Hines, Oregon.
The incumbent will serve as a Park Ranger, responsible for recreation program support and assistance.

Visitor Use Management:

  • The incumbent will patrol and inspect developed recreation facilities, occasionally making public contact with visitors.
  • The incumbent will be responsible for collecting visitation data using TRAFx road and trail counters.
  • The incumbent may assist with fee collection and reconciliation.
Recreation Planning Support:
  • The incumbent will assist recreation planners with various monitoring tasks including wilderness, WSA, wild and scenic river, dispersed campsite, special recreation permit, etc.
  • The incumbent may be responsible for inspecting and maintaining trails, including working with trail crews and volunteer groups.
  • The incumbent may assist with contract inspection such as trash, vault restroom, etc.
Facility Management:
  • The incumbent will assist recreation maintenance staff with field projects as necessary, including but not limited to campground maintenance, sign replacement, fence maintenance, etc.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education as listed below:

Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least 4 of the following: (1) Recreation visitor use management experience; (2) Campground, trail, and/or developed recreation site operations and maintenance experience (3) Recreation, wilderness, special recreation permit, or related monitoring experience(4) Conducting patrols, including providing recreation information and compliance checks (5) Utilizing computer hardware/software packages such as Microsoft Office products to retrieve, input, and manipulate data to run reports. and (6) volunteer, partner, or trail crew management experience.

OR

Superior Academic Achievement (SAA)): Have completed a bachelor's degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources; AND meets eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

OR

Education: Have completed one (1) full academic year of graduate level education with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study.

OR

Combination of Education/Experience: Have a combination of successfully completed post-high school education and experience. Note: This will be calculated using your resume and official or unofficial transcripts submitted with your application.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Physical Demands: Field work routinely requires physical exertion such as long periods of standing or hiking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping, or reaching; using hand tools, power tools; and lifting of moderately heavy items.

Working Conditions: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles.


Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
