As a Accounting Officer, you will report to the Senior VP and WAPA's Chief Financial Officer. The Accounting Officer (Comptroller) leads WAPA's Finance and Accounting Division.

Duties

Help

As an Accounting Officer, some of your duties will include:

  • Serves as Western Area Power Administration's (WAPA) Accounting Officer, Comptroller, and Vice President of Finance & Accounting,
  • Serves as the Subject Matter Expert (SME) advisor in finance and accounting matters for the CFO, WAPA's Senior Leadership, and principal accounting and financial reporting liaison to the General Accounting Office (GAO), Office of Management & Budget (OMB), U.S. Treasury and other regulatory and legislative entities in matters related to WAPA's finance and accounting.
  • Accountable for the preparation of WAPA's financial statements and Annual Report; completing monthly Treasury Fund Balance reconciliation, producing other official financial reports, and managing the intragovernmental accounting function including balances and administering payments associated with the G-Invoicing and IPAC processes.
  • Accountable for WAPA's accurate, consistent, and timely accounting and reporting activities, including production of related budgetary/proprietary entries and financial reports for the U.S. Treasury, OMB, DOE, and other agencies.
  • Actively participates in WAPA's extended leadership team (XLT), leadership development program, and other opportunities to provide information, exchange expertise with other XLT members and influence the Senior Leadership team.
  • Directs, plans, organizes, controls, budgets, recruits, staffs, assigns and balances work, and evaluates performance, ensuring efficient/effective operations to execute program oversight to meet goals and objectives carried out by twenty-five (25) employees and some contractors depending on the projects being managed.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This position has an Individual Occupational Requirement (IOR) for the 0510 Series:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

ombination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    1. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the Individual Occupational Requirements above, you must also meet the specialized experience below:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify for the GS-15:Applicants must have one year (52 weeks) of specialized experience at the GS-14 grade level or equivalent pay band in the Federal service. This experience includes:

  • Conducting analysis and oversight of financial execution, including financial performance measures as they apply to operations, (e.g., prompt pay, debt collection, and effective cash management); AND
  • Developing and monitoring short-and long-range goals, objectives, policies, and priorities to effectively execute accounting and financial management program objectives and plans.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
