Summary

This position is located with Bonneville Power Administration (BPA), in the Information Governance (CGI) organization of Compliance & Governance (CG), Compliance, Audit and Risk Management (C).

A successful candidate in this position will manage the Governance, Risk and Compliance (GRC) functions to ensure that Bonneville's organizations are managing, storing, retrieving, and disposing of records and information in accordance with established policies and guidelines.

Duties

Help

As a Records and Information Management Specialist, you will:

  • Provide expertise and implementation support to BPA programs and entities on a wide range of information management requirements, including the Federal Records Act, the Paperwork Reduction Act, and all records and information regulations and directives from the National Archives.
  • Enhance the processes for managing the creation, maintenance, retention and disposition of records in all media for BPA and manage the revisions and updates of the records retention schedules.
  • Provide advice and guidance to records custodians and customers on records lifecycle requirements and functionality in all media and formats.
  • Create, conduct or coordinate Records and Information Management (RIM) training for agency staff and program briefings.
  • Formulate RIM policy, develop plans for policy implementation, and provide governance on the use of records management tools to ensure best practices and agency compliance with federal statutes.
  • Plan and conduct operational and program evaluations and compliance reviews to determine whether BPA organizations are adhering to law, regulations, and policies governing the management and disposal of hard copy and electronic records and information.
  • Evaluate the adequacy and effectiveness of internal controls to ensure that information and records are properly managed and secured.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized Experience for this position is defined as: Experience applying information and lifecycle management laws, rules, regulations and procedures (e.g., Federal Records Act, Paperwork Reduction Act, regulations and directives of the National Archives, Freedom of Information Act) sufficient to establish, maintain, retain, and dispose of records in support of a Records and Information Management program.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
