WHAT YOU'LL BE DOING DAY TO DAY

As a Contracting Officer Representative, you will use your knowledge of and experience with administering all phases of the contract lifecycle to optimize business results and customer experience by:

  • Maintaining the FAC-C Level III or Equivalent certification.
  • Administering all phases of contract lifecycles.
  • Preparing all necessary contract documentation including the Statement of Work (SOW)/Statement of Objectives/Project Work.
  • Monitoring the contractor performance, including overseeing the contract, to ensure that the contractor complies with all requirements in the SOW, evaluate if the contractor meets the technical requirements as required, evaluate whether the contractor performs within the stated price or estimate in the contract and review and approve invoices, and evaluate for reasonableness and recommend approval or rejection.
  • Evaluating contractor performance and input accordingly in a reporting system.
  • Overseeing document management for assigned contracts and projects by following an organized means to capture and maintain easily available, version controlled official documents.
  • Managing presentations, marketing materials and other materials essential to the division and/or projects.
  • Submiting contract actions and assignments in a timely manner.

Qualifications

WHAT WE ARE LOOKING FOR

Applicants must demonstrate that they meet the Specialized Experience requirement as noted below.

Specialized Experience:
GS-13 Level: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

1. Preparing all necessary contract documentation such as the Statement of Work (SOW)/Statement of Objectives/Project Work Statements (PWS), acquisition plans, project justifications, Independent Government Cost Estimates (IGCE), project scope agreements (PSA).
2. Monitoring contractor work to ensure compliance with all requirements in the SOW.
3. Analyzing new legislation, regulations, or policies to determine their impact on internal policies, procedures or operations.
4. Collaborating with staff to determine potential modifications in procedures and/or policies related to contracting.

Incumbent must hold one of the following certifications at entry on duty of this position:
-FAC Contracting Officer Representative (COR) Level III
-FAC P/PM Senior Level
-FAC or DoD (DAWIA) Contracting Level III OR
-DoD Appointed COR for at least three contracts valued over $10M AND at least 2 years' experience as DOD appointed COR on contracts valued over $10M.
-Unless temporarily waived, obtain FAC COR level III Certification within eight months of entry on duty.

In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

Salary: The salary range indicated in this announcement will be determined based on the selectee's duty location. General Schedule locality pay tables may be found under Salaries & Wages.
