This position serves as the lead botany and vegetation management program manager for Organ Pipe Cactus National Monument.

  • Plans, implements, and manages a complex and comprehensive botany program with responsibility in the areas of invasive plant management, restoration of disturbed sites, nursery management, and long-term vegetation monitoring.
  • Oversees and coordinates work groups, interns, volunteers, and lower graded technicians.
  • Collects, maintains, and analyzes data using a variety of accepted methodologies.
  • Create management protocols to preserve, protect, and restore natural resources
  • Develops and conducts a scientifically credible program in cooperation with researchers, partners, and work groups.
  • Implements scientific protocols to identify and conduct long term vegetation and habitat monitoring
  • Able to identify to species native plants of the Sonoran Desert and desert southwest
  • Identifies and documents rare and endangered plants
  • Identifies research needs for Organ Pipe Cactus NM and surrounding areas
  • Serves as Park lead on all restoration efforts including the collection of native plant seed, seed storage, seed propagation, re-vegetation and nursery management
  • Identifies and leads the restoration and recovery of areas impacted by International Border Issues
  • Identifies, maps and treats non-native and invasive plants
  • This position will require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects in hot weather conditions
  • Incumbent will be required to obtain a valid state herbicide applicators license within one-year of onboarding.

Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-03/26/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Education: Degree: botany; or basic plant science that included at least 24 semester hours in botany.
-OR-
Combination of education and experience: courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown in A above, plus appropriate experience or additional education. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement.In addition to the requirements described above, the following additional experience, or education is required:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: collecting, managing, and maintaining vegetation data; monitoring plant populations in the desert southwest; management of invasive plant species, including inventory and monitoring of exotic plants; conducting field botanic investigations in remote enviroments; managing a nursery; and performing restoration projects. You must include hours per week worked.

-OR-

EDUCATION: Successful completion of at least three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree in botany; or basic plant science. You must include transcripts.

-OR-

Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.


Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.
Work Environment: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
