Duties

Help

As a Stakeholder Engagement Advisor, you will:

  • Support an equitable transition to a clean energy system by developing sound workforce strategies that support deployment of legislation.
  • Develop recommendations regarding outreach to and communication with other relevant stakeholder communities that advance Departmental initiatives.
  • Collaborate with public and private stakeholders to understand how different policy and incentives will shape the U.S. workforce.
  • Maximize opportunities for DOE leaders and staff to engage with energy stakeholders across the United States.
  • Identify and lead engagement opportunities that inform the prioritization of energy policy.
  • Perform policy research and analyses to conduct comprehensive and long-term stakeholder engagement planning and strategy development.
  • Support the implementation of Office of Energy Jobs place-based engagement and Community Benefits Plan implementation.

Qualifications

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Supporting engagement with labor unions, including construction and industrial unions, to promote energy jobs.
  • Assisting with the coordination of stakeholder meetings, schedules, and agendas to ensure the completion of actions pertaining to energy programs for organized labor groups.
GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  • Leading activities with labor unions, including construction and industrial to promote communication and collaboration for advocacy of quality union jobs.
  • Building partnerships with businesses, advocacy and organized labor groups to advance the development of high-quality energy jobs.
  • Developing educational and outreach materials, such as reports, newsletters or presentations to support goals regarding energy programs/jobs for key organized labor groups.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
