Duties

Help

This position is located in the Joint Office of Energy and Transportation. The Data and Analysis team leads key activities that will ensure effective data collection, management, and analysis to support programmatic evaluation and inform electric vehicle (EV) charging and related technology program implementation. This team guides stakeholders on implementation, evaluation, and improvement to related technology programs to ensure a convenient, affordable, reliable, and equitable EV charging network. This team works with the U.S. Department of Energy (DOE) national labs, U.S. Department of Transportation (DOT) Volpe Center, other government partners, and the private sector to ensure the nation's EV charging infrastructure is built on the most cutting-edge data and analysis and is focused on evolving the technologies for futureproofed infrastructure investments.

As a Program Manager (Data and Analysis) you may:

  • Lead a team that provides data and analysis program support to the entire office, senior-lever (SES) technology directors, and external stakeholders.
  • Establish and oversee a portfolio of cross-functional projects using data modeling and analysis techniques to produce tools and analytical resources for the Joint Office and stakeholders in the planning, development, and performance management of charging infrastructure.
  • Oversee the design and delivery of program evaluation and reporting activities for DOE, DOT and the Administration focused on evaluating stakeholder EV charging plans and funding applications and assessing national infrastructure deployment and performance management.
  • Lead the selection and management of contracted activities, including DOE national laboratories, to conduct charging network modeling and analysis activities and build, develop and maintain data collection, processing, and analysis system(s), dashboards and performance metrics to meet team and Joint Office goals and support stakeholders in development of their EV charging programs.
  • Recommend future activities and budget to the Joint Office leadership.
  • Obtain the input and coordination of legal experts as well as financial/budgetary, contracting/procurement, Congressional and intergovernmental relations, and staff specialist regarding the program development, execution, and related matters involving program/project subjects.
  • Supervise a team of GS-14 and below grade level employees.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience is defined as meeting ALL of the following:

  • Lead data collection and analysis to inform electric vehicle (EV) charging and related technology program implementation;
  • Oversee the coordination with internal and external customers as well as with public and private interest groups in implementing energy conservation programs;
  • Communicate issues, justify conclusions reached, and recommend courses of action;
  • Perform formal and informal briefings and presentations to high-level management defending a position or to gain support from the audience.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
