Help

The major duties of the Cultural Anthropologist (NAGPRA Coordinator) position include, but are not limited to, the following:
  • Serve as regional Native American Graves Protection and Repatriation Act (NAGPRA) coordinator by developing and maintaining effective working relationships with federally recognized Tribes; reviewing and recommending actions for all park repatriation requests; leading the regional NAGPRA working group; identifying park needs; facilitating NAGPRA consultations; coordinating with park and osteologists on inadvertent discoveries; and developing strategies, plans, and procedures for ensuring that NAGPRA provisions are effectively and timely carried out.
  • Determine research needs and coordinates efforts toward obtaining needed research; prepares ethnographic project proposals, scopes of work, and task directives; and serves as the Agreements Technical Representative and Contracting Officer's Technical Representative for projects.
  • Advise and contribute to the preparation of baseline studies, historic preservation documentation, and compliance for regional and park undertakings under Section 106 and Section 110 of NHPA, NEPA, NAGPRA, NPS Management Policies, and cultural resources management guidelines.
  • Advise parks on ethnographic resources and the contemporary people who value them, monitoring and assessing the conditions of ethnographic resources, identifying potential threats, and making recommendations for the mitigation of impacts to ethnographic resources.
  • Serve as regional coordinator for the development of Cultural Resources Stewardship Assessments.

  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Basic Education: To quality for this position in the 0190 General Anthropology job series, you must possess the basic qualifications of the job series by close of the announcement:

Requirements for 0190 Anthropologist

1. Degree: appropriate field of anthropology.

OR

2. Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.

OR

3. Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Examples of qualifying specialized experience are: You must include hours per week worked. 1. work as a professional cultural anthropologist. 2. demonstrated experience with the laws, regulations, policies, and procedures that govern cultural resources management. 3. experience with the Native American Graves Protection and Repatriation Act (NAGPRA), responding to inadvertent discoveries, and facilitating government-to-government consultation with federally recognized Tribes. 4. navigating sensitive cultural matters and maintaining effective working relationships with federally recognized Tribes and agencies through deep understanding of and engagement with Indigenous culture(s), language(s), and laws. 5. independently managing ethnographic research studies; evaluating and analyzing ethnographic or sociocultural information, both qualitative and quantitative; conducting ethnographic field work and data collection or similar work such as in-depth interviewing within diverse communities. 6. communicating effectively with individuals who belong to a culture different from your own; presenting results of analyses both orally and in writing for diverse audiences and drafting briefing documents 7. identifying research needs, preparing requests for proposals and statements of work, and providing oversight for research projects or planning efforts 8. negotiating cooperative and inter-agency agreements and other cooperative instruments needed to carry out resource stewardship goals; and conducting resource condition assessments and making resource stewardship decisions.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Successful completion of a combination of education and experience as described above. To combine education and experience. The total must equal at least 100 percent to qualify. You must include transcripts.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Field work may require physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting and carrying moderately heavy to heavy items. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Environment: Work is performed both indoors and occasionally outdoors with moderate risks.
