Duties

Help

In this position you will serve as a Legislative Specialist.

Typical duties include:

  • Reviewing and analyzing comments of technical and program experts on proposed legislation and Department and other referrals.
  • Attending Congressional Hearings, tracking legislative activities, and keeping informed of congressional and legislative issues impacting BLM.
  • Conducting analysis of draft legislative proposals to determine the impact on BLM policies, programs and procedures, and formulating Administration positions on draft legislative proposals.
  • Developing Congressional testimony and related briefing materials for Departmental and BLM witnesses and preparing them for legislative, oversight, and budget hearings.
  • Serving as a point of contact in the Legislative Affairs Division with Congressional Committees, Members of Congress, and their staffs and utilizing knowledge of BLM programs and policies in responding to their requests.

Qualifications

You qualify for the GS-13 if you possess at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

1. Analyzing legislative or policy proposals related to federal land resources, regulatory, management or operational issues.
2. Managing a Federal (or equivalent) natural resources program.
3. Working with congressional staff, officials within your organization/federal agencies, state, tribal or local government officials, or interest groups on sensitive and controversial natural resource issues; and communicating that work orally and in clear, concise writing, and
4.Experience and familiarity with land management issues or congress/legislative processes.

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will receive credit for all qualifying experience, including volunteer experience.
