Duties

Help

The major duties of the Interdisciplinary Ecologist/Hydrologist (Wetlands Specialist) position include, but are not limited to, the following:

  • Provides wetlands-related technical assistance, project management, and regulatory expertise to Parks and Regions for purposes of protecting managing and restoring wetland ecosystems and wetland hydrology and other aquatic resources Service wide and assists NPS resource managers by scoping complex wetland resource problems and recommending approaches to their resolution via desktop and/or fieldwork, and incorporating new techniques and methods, as appropriate.
  • Provides advice and guidance regarding compliance with the National Park Service's Wetland Protection Director's Order #77-1, which includes evaluating proposed project impacts on wetland ecology and hydrology, suggesting project alternatives to mitigate impacts, evaluating wetland delineation reports, evaluating wetland function assessments, editing the associated compliance documents, and assisting in identifying compensatory mitigation options within the park.
  • Performs evaluations of various projects, activities, and issues involving potentially adverse effects on wetland ecology and hydrology and other aquatic resources in Parks. Plans and carries out technical evaluations and field assessments involving collection, analysis, and interpretation of data and information needed to resolve wetlands-related issues and problems.
  • Establishes and maintains computerized databases on NPS wetlands resource information (e.g., inventory data, impacts/threats databases, and research/restoration databases).
  • Develops and teaches wetland ecosystem/hydrology training sessions at Parks, Regions, and Service-wide levels, covering subjects including wetlands classification, management, compliance, function assessment and delineation (including evaluation of wetland vegetation, hydric soils, and wetland hydrology characteristics).

You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You may be required to work overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-01/23/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Requirements for the Interdisciplinary Ecologist/Hydrologist (Wetland Specialist) Job Series
To qualify for this position in the 0408 Ecologist job series, you must possess the following minimum qualifications by close of the announcement:

Education: A degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must include your transcripts.

OR

To qualify for this position in the 1315 Hydrologist job series, you must possess one of the following minimum qualifications by close of the announcement:

  • Education: A degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. You must include your transcripts; or,
  • Combination of education and experience: Course work as shown above, plus appropriate experience or additional education. You must include your resume with hours worked per week annotated, as well as transcripts.

Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.

Minimum Qualifications
To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) providing expertise and leadership in wetland ecology/hydrology in support of wetland management, preservation, and restoration, (2) leading and conducting comprehensive wetland investigations, including quantitative analyses of complex issues related to wetland management and restoration, (3) making recommendations to management for dealing with unique and important wetland issues of national significance, (4) providing technical assistance for wetland restoration project design and technical review, and (5) assisting technical teams in addressing wetland related projects and/or complex issues involving impacts to wetland resources of national significance. You must include hours per week worked on your resume.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To meet basic qualifications based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for specialized experience at the grade level(s) of this announcement.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

The actual salary will be based on the geographic location of the individual(s) selected for this position.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR ยง575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: In addition to sedentary office duties, the position involves significant field work in parks service-wide, often in remote areas, with some exacting requirements (e.g., hiking, backpacking, overnight camping, standing, and working in wet environments for extended periods, digging soil pits, and so on); ability to lift 50 pounds. Travel is required.

Working Conditions: The work is performed in a remote office setting and/or at field sites. Field work may involve exposure to adverse weather, rough and/or saturated terrain requiring hiking, boating, and driving long distances. Exposure to biting insects and noxious plants may also occur.
