Duties

As a Records and Information Management Specialist, you will:

  • Assist in the development, implementation, and maintenance for the records management program for the agency and serviced sites.
  • Assure records are maintained and dispositioned in accordance with Federal laws, regulations, and DOE/EM policies and procedures through guidance, oversight, and direction of the staff responsible for the day-to-day record management functions.
  • Independently carry out records management reviews related to records management, referring to accepted standards, guidelines, and established lines of inquiry as a basis for making and justifying detailed recommendations on the validity and accuracy of the maintenance of the Federal records.
  • Analyze and evaluate the effectiveness of program operations in meeting established goals and objectives.
  • Support in the planning and scheduling in projects and studies to evaluate operations; and in determining the program's extent of compliance with rules and regulations.
  • Evaluate project/program progress and performance; and inform senior management of significant deviations from established plans and procedures; provide recommendations with regard to correction of such matters.

  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical Sensitive and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • Positions may be covered by a bargaining unit. Bargaining unit will vary by departmental element, grade, and/or location.

Qualifications

BASIC REQUIREMENTS: There are no Individual Occupational Requirements for this series.

SPECIALIZED EXPERIENCE REQUIREMENT GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-9 level. Specialized experience for this position is defined as meeting ALL of the following:

  1. Supporting senior team members in evaluating records management programs to ensure compliance with recordkeeping requirements and regulations.; AND
  2. Assisting with the review of assessment reports and corrective action plans for presentations.; AND
  3. Utilizing records management metrics, dashboards, audits, surveys, or various reports to assist team members in identifying routine issues.

YOU MAY QUALIFY FOR THE GS-11 BASED ON EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in business administration, business management, communications, public policy, or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position or LL.M.

YOU MAY QUALIFY FOR THE GS-11 BASED ON A COMBINATION OF EDUCATION/EXPERIENCE:
You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
