This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Pecos National Historical Park is located 2 miles south of the village of Pecos, New Mexico on State Highway 63, four miles north of interstate 25. Pecos NHP is 25 miles east of Santa Fe and 44 miles to the west of Las Vegas, New Mexico. The multi-cultural resources of the park are enclosed in a predominately pinon/juniper woodland plant community with elevation from 6900 to 7400 feet. Precipitation averages 7 to 10 inches per year. Snowfall averages 12 to 16 inches in the winter. Average maximum winter temperature is 40 degrees. Average maximum summer temperature is 80 degrees. Elementary and secondary schools as well as banking facilities are available in Pecos. Las Vegas and Santa Fe provide all modern amenities and collegiate opportunities while Santa Fe provides all the cultural features of a major metropolitan area. This position serves as a Museum Specialist within the Resources Management Division, working with the park's Museum Curator. The park's museum collection is comprised of nearly 384,000 items including archeology, archives, history, biology, and art. The purpose of this position is to provide technical support for a variety of museum functions to achieve accountability for and long-term preservation of these collections. Major duties include, but are not limited to the following:

  • Provides technical direction for assigned aspects of the museum collection program and ensures that National Park Service and professional museum principles are applied in all operations.
  • Organizes and maintains manual and automated curatorial records, catalog records, loan paperwork, and general museum files.
  • Conducts research to identify and describe museum objects, to implement new techniques for collections management, and to respond to research requests.
  • Organizes and rehouses objects using appropriate materials for their long-term preservation.

Qualifications

All qualifications must be met by the closing date of this announcement-12/21/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience related to the operation or management of a museum or similar collection of valuable objects. Examples of qualifying specialized experience include collections management, registration, cataloging, research, preservation, restoration, or conservation of collections of museum material, or other experience related to the position to be filled (including museum documentation for accessions and loans, working with permitted researchers/collectors communicating curation requirements and working with repositories to ship/loan collections). PLEASE NOTE: You must provide hours worked per week in your resume for each work history.

EDUCATION: Successful completion of at least 2 full academic years of progressively higher-level graduate education, or a master's or equivalent graduate degree (36 semester hour or 54 quarter hours) directly related to this position. Related fields of study include anthropology/archeology, art, history, museum studies, scientific subjects, or other courses related to the position to be filled. COMBINATION EDUCATION/EXPERIENCE: Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the GS-07 grade level can be combined with the appropriate level of experience to qualify at the GS-09 grade level. For example, 6 months of specialized experience (50% of the experience) and 27 graduate level semester hours (50% of the education), would qualify an applicant for this position. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: The work requires mental alertness, better than average manual dexterity, and mobility. Although primarily sedentary, inspections and evaluations involve activities demanding a certain amount of exertion such as walking, climbing, crawling, lifting heavy objects, bending, stooping, and reaching. The work entails the ability to concentrate for long periods of time.

Working Conditions: Most of the work is performed in an office and storage facility. Frequent visits are made to the library, visitor center, and other areas in the park that have museum collections. Some travel to other facilities and museums, as well as to training and professional meetings is required. Position may involve limited teleworking depending on weather and other factors.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
