The major duties of the Program Coordinator position include, but are not limited to, the following:

Serves as the principal point of contact for tribal governments seeking to assume historic preservation functions of 54 U.S.C. 302303 from State Historic Preservation Offices (SHPOs) and responds to all inquiries and requests for information from Tribes.
Independently carries out all functions related to tribal assumption of SHPO functions pursuant to 54 U.S.C. 302702.
Reviews all tribal preservation program proposals, consults and corresponds with applicant Tribes on any necessary amendments or clarifications, consults with the Advisory Council on Historic Preservation (ACHP), the Bureau of Indian Affairs Federal Preservation Officer, affected SHPOs and affected Tribes, and prepares appropriate signature documents for NPS Director to approve or disapprove the tribal proposals and enter into agreements with Tribes to become Tribal Historic Preservation Offices (THPOs)
Serves as principal NPS point of contact for existing THPOs on matters of preservation program policy.
Works with individual THPOs, regional groups of THPOs, and national tribal organizations, along with appropriate SHPO, Local governments, NPS staff, the ACHP, and other relevant Federal agencies to ascertain THPO technical assistance needs and to develop workshops and other appropriate responses to address those needs through in person, virtual, written, oral, and published means.

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: Working with the National Historic Preservation Act and its attendant regulations; Experience working with Tribal Historic Preservation Offices; Experience applying the principles of government-to-government relations between the United States and Indian Tribes; Communicate effectively in writing, public speaking, and one-on-one consultation or negotiation. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.
