This position is with the National Park Service, Voyageurs National Park, located in International Falls, Minnesota. The incumbent serves as Project Manager for the Voyageurs Wetland Restoration Project in Voyageurs National Park. Major duties include:
--Manage an existing large-scale project to restore degraded wetlands within selected areas of the large lakes of Voyageurs National Park. The project uses an adaptive management framework (i.e., learning by doing) to improve future restoration results. The incumbent will be responsible programming and budgeting, and for raising external funds to support future restoration efforts.
-- The incumbent will lead a planning team that will identify restoration sites and design restoration and monitoring strategies, coordinate on-site restoration activities with contractors or VNP staff (perm and temp), and coordinate monitoring efforts to measure efficacy of restoration techniques and project success.
--Develop and implement science-based programs related to vegetation, wildlife, and fisheries resources and their associated habitat requirements, sensitive species, and non-native and pest animals in relation to the wetland restoration project.
--Develop and carry out data collection protocols, conduct analysis of complex data, and disseminate research results via management and peer-reviewed scientific reports. Present scientific information to the public through diverse media.
--Operate government-owned vehicles including boats up to 26 feet.

Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You will be required to complete a one-year trial period.
Obtain and maintain Motorboat Operator Certification Course (DOI-MOCC) certificate to operate small watercraft less than 26 feet required after entrance on duty.

Qualifications

Basic Individual Occupation Requirement for Ecologist GS-0408
Bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as: implementing vegetation restoration or management activities; developing and refining methods for plant, wildlife, or fisheries surveys; compiling and analyzing plant inventory and monitoring data for scientific reports. You must include hours per week worked.
-OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as soil science, biology, ecology, or a closely related discipline that included 30 semester hours or equivalent in basic and applied biological sciences, biological, physical, or earth science. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example: have the specialized experience as described above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). You must include transcripts.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.
