Full performance duties of these positions include:

  • Manage engineering and construction records and measure and calculate periodic and preliminary quantities of work performed by contract (e.g. earthwork, concrete, cement, steel, etc.).
  • Obtain and consolidate information from progress reports, specifications, field engineering and survey reports, and information and recommendations received from the contractor pertinent to changes or additional work.
  • Make corrections to plans and specifications as required by approved change orders and changes reported by inspectors to meet field conditions.
  • Track submittals and prepare approval letters, prepare payment vouchers and transmittal letters for construction contracts.
  • Participate in preconstruction conferences, finalize minutes and forward to contractor for concurrence and provide the contractor with forms and documents required for compliance (EEO/Davis Bacon, Brake Tests, etc.).
  • Review, edit and finalize price negotiation memorandums and draft modifications.
  • Work with estimator on cost estimates for changes to contracts, participate in negotiations on modifications and assists Contracting Officer Representative (COR) in claims analysis and establishment of Government position.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-05, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in federal service having demonstrated experience performing assignments with direction from an Engineer or senior technician including: assisting with maintenance of records, correspondence or memorandums. You could otherwise qualify on the basis of Education having completed a full 4-year course of study leading to a bachelor's degree with major study in an appropriate field of engineering, construction, or industrial technology; or a degree that included at least 24 semester hours in any combination of courses such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-06, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience performing assignments with direction from an Engineer or senior technician including: assisting with maintenance of records; and collecting information for reports, correspondence or memorandums.

To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-06 level in federal service having demonstrated experience performing assignments with direction from an Engineer or senior technician including: assisting with maintenance of records; collecting information for reports, correspondence, memorandums, etc.; and maintaining documents for routine meetings. You could otherwise qualify on the basis of Education having completed one-year of graduate education in an appropriate field of engineering, construction, or industrial technology. You may combine specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education

This vacancy announcement allows substituting education for experience at the GS-05 and 07 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Additional information

The full performance of this position is GS-09. Progression to this grade is neither guaranteed nor automatic. Advancement is dependent upon supervisory approval, progression of higher-level duties, your successful performance in the position, and satisfaction of time-in-grade and qualification requirements.

You may be required to serve an initial probationary period.

Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.

Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable.
