I thought so! This is an excellent opportunity for you, a skilled historic preservation architect, to be part of a great, interdisciplinary cultural resources team working with our National Park colleagues and facilities-based partners to rehabilitate and preserve over 500 historic structures in three Bay Area Counties. Our team initiates and manages projects, and also reviews, improves, and facilitates the successful completion of projects initiated by others to professional historic preservation standards and practice. This is a unique job in a unique urban setting working with great people and fantastic buildings.

Here's the context: the Historical Architect serves in the Cultural Resource Management division, Golden Gate National Recreation Area (GGNRA), in San Francisco, California. GGNRA is one of the country's largest and most popular urban national parks, hosting over 15M visitors in three San Francisco Bay counties: San Mateo, San Francisco, and Marin, and including Alcatraz Island in the middle of the Bay. Its four National Historic Landmark Districts and 25 National Register listed, or eligible properties lie within a UNESCO Biosphere Reserve, which makes all our work complex and interesting. A wide range of historic themes intersect with park lands, represented by diverse resources that include former U.S. Army buildings and gun batteries, shipwreck sites, guided missile sites, dairy ranches, artist enclaves, a former federal prison, lighthouses, an orchid farm, bathhouses, and restaurants. Within the parks are over 500 historic structures, more than two dozen cultural landscapes, and 237 documented prehistoric, historic, and maritime archeological sites. The park's museum collection, the third largest in the NPS, includes nearly 6 million archival records, including extensive building records. The GGNRA is known for its expertise and success in partnerships to achieve resource stewardship and operational objectives and is home to over 30 facilities-based park partners, including the Golden Gate National Parks Conservancy, which is the park's primary nonprofit partner.

The purpose of the Cultural Resources Division is to ensure the appropriate preservation and treatment of the park's broad range of cultural resources by engaging in the three areas of NPS Cultural Resource Management: Research, Planning, and Stewardship. In addition to historical architecture, the professional disciplines represented in the division include historic research, 106 compliance and tribal liaison, archaeology, cultural landscape architecture, museum and records management, Division staff utilize internal and external partnerships, and direct project management to achieve preservation goals. The Historical Architect, as part of the Stewardship team, provides professional expertise and guidance in the preservation of historic structures within GGNRA, and two additional parks managed by GGNRA: Fort Point National Historic Site and Muir Woods National Monument. The incumbent maintains oversight for the appropriate treatments necessary to preserve GGNRA historic structures by park staff and partners. Work is almost always collaborative in nature, with NPS colleagues, park partners, and other stakeholders, and often characterized by complexity. Sophisticated collaboration and facilitative project management skills are essential. The position may oversee an intern and support volunteers who help maintain historic sites.

  • You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-08/21/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience must demonstrate the following: 1. Experience managing and providing oversight of historic structures rehabilitation design and construction projects. 2. Experience applying the Secretary of Interior's Standards for Historic Preservation to historic structure rehabilitation projects. 3. Experience providing historic preservation expertise into ongoing construction projects by answering RFI's and other requests. 4. Experience representing owner's interests in design and construction projects. You must include hours per week worked on your resume.

There is no substitution of education for experience at the grade level(s) of this announcement.

In addition to meeting the Specialized experience, to qualify for this position in the 0808 Architecture series, you must possess at least one of the following Basic Requirements by close of the announcement:
EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least 30 semester hours were in architectural design, AND 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. You must include transcripts at the time of application.

COMBINATION OF EDUCATION & EXPERIENCE:
College-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, AND a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. You must include transcripts at the time of application.
The adequacy of such background must be demonstrated by at least ONE of the following:
1) Related curriculum: A degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations;
2) Experience: an applicant lacking a degree in architecture must have had one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college course, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Historic Architecture:
THESE PROFESSIONAL QUALIFICATIONS STANDARDS ARE DEFINED AS: The minimum professional qualifications in historic architecture are a professional degree in architecture OR a State license to practice architecture, PLUS one of the following: 1. At least one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or 2. At least one year of full-time professional experience on historic preservation projects. Such graduate study or experience shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects. You must include complete transcripts at the time of application.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: The work is performed in both an office setting and occasionally in the field as required to perform on-site investigations and inspections.

Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
