Duties

Help

  • Develop and oversee procedures and programs pertaining to Service wide management of paper and electronic archival and manuscript collections and ensure conformance with relevant laws, DOI, NPS, and National Archives and Records Administration (NARA) policies.
  • Provide leadership in the development of new, innovative policies, programs, and practices as they pertain to electronic records management in the museum program.
  • Evaluate and recommend improvements to ICMS/MCMS functional requirements and assist with implementations and maintenance of program components that relate to archival collections.
  • Review planning documents pertaining to archival collections in parks, regions, and other offices.
  • Evaluate Service wide staff training needs on archival theory and practice.
  • Represent NPS at meetings with NARA, DOI, and the Library of Congress and respond to requests about the NPS management of archival collections.
Duties will be developmental in nature when filled below the full performance level.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes.
  • As a remote positions, you will be required to work the core hours of the WASO office, East coast time.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-08/02/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

In order to qualify, you must meet the Basic Requirement AND the Minimum Qualification requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

Basic Requirements for the Bureau Archivist GS-1420 Series:

  • Education: Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
  • Combination of Education and Experience: at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.

To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Specialized experience includes mastery of archival theory and skill in applying archival principles, concepts, standards, and methods to all types of paper and electronic archival collections. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: This work is mostly sedentary though it will require travel. On-site work at parks may require climbing stairs or ladders, bending, reaching, and lifting up to 40 lbs. The work requires intensive mental effort, attention to detail, and concentration to meet objectives or to provide, on short notice, professionally valid solutions to assignments. It also requires the ability to handle stress.

Working Conditions: The primary work environment is in an office setting but travel to field units, laboratories, museums, and collections storage facilities is required. Ability to travel by air, boat, and to drive passenger vehicles is required. Survey work may include working in hot or cold storage environments as well as exposure to mold, dust, and pest infestations. Personal protective equipment may be required in limited situations.
