Major Duties:

  • Incumbent assists the Cultural Resources Program Manager & Supervisor execute duties related to Historic Preservation actions, Section 110 & 106 reporting requirements for the National Register of Historic Places, as well as provide assistance in monitoring and execution of Facilities Maintenance and Deferred Maintenance projects, public dissemination of information related to historic preservation, cultural resources within Whiskeytown National Recreation Area (WHIS); documentation, and data management.
  • Performs basic archeological field work necessary to assess potential impacts to cultural resources resulting from proposed undertakings.
  • Performs archeological inventory, site documentation and condition assessments, preparation of survey records, and publication-ready reports.
  • Conducts excavation and testing of archeological sites, including the careful recovery of sample materials.
  • Communicates with, and assists project leads to support compliance, monitoring and consultation requirements.
Whiskeytown Lake's crystal-clear water is perhaps the most recognized feature of the park. However, water-based recreation is only a part of what the 42,000-acre Whiskeytown National Recreation Area has to offer. Visit waterfalls, hike through rugged mountains, explore California Gold Rush history, and observe post-fire ecology in action.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Government housing may be available.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility.

Qualifications

All qualifications must be met by 11:59 PM EST when the applicant cut-off is reached (which may be sooner than 09/29/2023).

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENT: To qualify for this position, you must possess at least one of the following basic requirements for the 0193 occupational series by the closing date of the announcement:

Education - Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher that included 3 semester hours of EACH of the following course areas: History of Archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques);

-AND-

Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work;

-AND-

Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); or surveying.

Related Curriculum - Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or related discipline, provided the curriculum supplied academic course work sufficiently similar to the requirements stated above (including archaeological field school).

Combination of Education and Experience - A combination of education and experience that provides knowledge equivalent to that described above, plus appropriate additional education or technical experience to total 4 years. This combination demonstrates possession of the knowledge, skills, and abilities required to perform the work of an archaeologist comparable to that normally acquired through the successful completion of a full 4-year course of study.

Experience - At least four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

MINUMUM QUALIFICATIONS: In addition to meeting the basic requirements described above, you must meet one of the following requirements to meet the minimum qualifications for this position at the GS-07 grade level by the closing of the announcement.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: having conducted archeological investigations as an experienced crew member or crew chief; prepared reports on archeological investigations; conducted surveys using GPS mapping techniques and preparing GIS maps and overlays; and having experience conducting historical archeological field investigations and report preparation. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year (18 semester credits or 27 quarter credits) of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in archeology, anthropology, or other closely related field. You must include transcripts.

COMBINATION: An equivalent combination of education and experience. For example, six months of specialized experience (50% of the experience requirement), and 9 semester hours of graduate education in archeology, anthropology, or other closely related field (50% of the education requirement). You must include transcripts and hours/week worked on your resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

Physical Demands: The work requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting of moderately heavy items (up to 45 pounds).

Working Conditions: Work is performed both indoors and occasionally outdoors with moderate risks.
