This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

At the full performance level GS-15, Information Technology Specialist, you will:

  • Serve as a recognized technology expert who advises the executive-level and top management officials in the areas Headquarters of on-line data systems, desktop applications, work-related Internet applications, and structured programming and analysis needed to meet user requirements.
  • Prepare and present justifications for organization structure and personnel requirements to accomplish assigned mission functions.
  • Drive the development, implementation, and sustainment of long and short-term project plans that involve such areas as providing guidance on defining overall Enterprise Information Technology (IT) architecture and requirements and managing the information systems architecture in relation to assigned projects.
  • Review, analyzes, and verifies total system feasibility including hardware, software, communication systems, and networks; develops and applies standards, protocols, and data administration techniques to effectively integrate and implement information systems; and analyzes information systems to ensure compliance with current commercial and government standards.
  • Develop and/or allocate resources to accomplish mission goals and strategic objectives.

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-14 level in the Federal service. Specialized experience for this position is defined as:

  1. Assisting with the development of technology roadmap and strategy to support the organizational goals.
  2. Participating with software development to ensure all technology solutions are scalable, reliable, or maintainable.
  3. Identifying emerging technologies or industry trends to make recommendations for adoption.
  4. Collaborating with other executives or departments to identify technology needs and opportunities that align with strategic goals.
