Help

Incumbent supports the Apostle Islands National Lakeshore (APIS) cultural resources management program with high-quality interdisciplinary technical support in the area of archeological survey; museum and archives collection management; cultural landscape treatment; boat operations; historic preservation; and cultural resource inventory and monitoring. As needed, will assist natural resource team with wildlife and plant surveys, invasive species management, and project logistics. May acquire collateral duties in the area of backcountry management; search and rescue; and prescribed fire use.
Participates in archeological field surveys; records data and prepares survey records; conducts excavation and testing of sites; processes field specimens; maintains field equipment and supplies; maintains related databases, forms, maps, and files; retrieves and compiles data for reports and exhibits; performs basic supervised research.
In addition, incumbent is responsible for operation of park watercraft from 21-25' length on the waters of Lake Superior in accordance with federal and state navigation and boating safety laws. Incumbent will possess or obtain a Department of Interior Motorboat Operator Certification Course (DOI-MOCC) qualification and will also require completion of periodic refresher and specialty boat training provided by the NPS. Incumbent will be in a Test Designated Position and will be subject to periodic drug testing. Boat operation will require the safe transportation of staff, park volunteers, and cooperators, as well as tools and equipment to remote island locations including docks, beaches, and rock ledges. Incumbent is responsible for safety of crew and passengers and will provide basic deckhand training to seasonal employees and park volunteers.
Works under supervision of the APIS Cultural Resource Specialist. Works in an interdisciplinary environment within the Division of Resource Management (APIS RM) team. RM has an active program of field investigations in a challenging Great Lakes maritime environment, including resource inventory and monitoring; developing and implementing management plans and treatments; control of invasive species; evaluation of environmental impacts; assists in the planning and development of new park facilities; and assists with other park operations including boat logistics, search and rescue, and wildland fire management.
In performing these duties, cooperates with other park staff, volunteers, visiting researchers, park partners, and employees of other agencies, tribal governments, and non-profits.
Incumbent works in a high tempo work environment, in a tightly-knit team, in challenging outdoor conditions on islands, forests, and the waters of Lake Superior.

Duties will be developmental in nature when filled below the full performance level.

Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Motorboat Operation/Instructor Certification Course: Applicant must possess or be able to obtain a current Motorboat Operator Certification Course (MOCC) or Motorboat Operator Instructor Certification Course (MOICC) within one year after entrance on duty.

Qualifications

All qualifications must be met by the closing date of this announcement-07/07/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). position Examples of specialized experience include conducting professional archeological field surveys; process specimens recovered in the field; identification, analysis, and cataloging of artifacts; evaluating specimens (lithic ground stone, shell, non -artifact materials, etc.); archival research's and technical writing of archeological reports. You must include hours per week worked.

EDUCATION: Successful completion of at least one (1) full year of graduate education directly related to this position. NOTE Graduate education is only creditable if it is directly related to the position. Examples of qualifying education would be subjects such as archeology; historical archeology; archeological cultures; archival research; anthropology; cultural geography. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). You must include transcripts.

Successful completion of a combination of education and experience as described above that when combined equal 100%. For example, I have six (6) months specialized experience 50%, and nine (9) semesters of graduate education directly related or 50% and when combined equal 100%.

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 6 months in pay status (early April to early November), and you will be in a non-pay status (early November to early April) for the remainder of the year.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., packs up to 50 pounds) must be lifted and carried on a routine basis.

Working Conditions: The work is performed both in -an office setting and in the field. Survey and excavation work.4 is typically performed in isolated areas; the incumbent must therefore be familiar with outdoor safety and survival s ills and must be able to operate a vehicle o rough roads. Sustained periods of camping under primitive conditions are routine.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
