Summary
This position is located in Independence National Historical Park, in the Division of Asset Preservation and Maintenance Project Management department.

This position will manage one or multiple large design and construction projects funded by the Great American Outdoors Act (GAOA) Legacy Restoration Fund (LRF).
Duties include but are not limited to the following:
Provides architectural and/or engineering expertise to manage the design, construction, operations, and maintenance of park facilities.
Conducts, or directs others in conducting investigations of project sites to determine the feasibility of the proposed project, including the development of design alternatives and subsequent analysis to ensure the projects are in compliance with National Park Service Management policies and applicable federal, state, and local standards.
Performs or contracts for professional reviews, assessments, special studies, master plans, comprehensive designs, pre/schematic designs, and final contract documents.
Provides engineering and other technical liaison between the park, the Denver Service Center, outside agencies such as the Federal Highway Administration, and others regarding technical matters on planning, design, and construction projects.
Prepares, or directs the preparation of construction documents (e.g., detailed plans, specifications, cost estimates, and other supporting documentation) for advertised or negotiated procurements.
Serves as the Contracting Officer's Representative (COR) to the Contracting Officer on various projects. During these projects/contracts, ensures the contractor's performance meets the technical requirements of the procurement.
Participates as a member of a team to solicit, evaluate, and select either professional service with Architectural/Engineering (A/E) firms for design tasks or construction contracting to construct a facility. Evaluates and recommends the work of these firms to ensure technical competency, compliance with regulations, and expertise with similar work.
Directly involved in decisions regarding which work is assigned to federal employees or contracted out.
Will be required to sign non-disclosure agreements before engaging in bidder evaluation and source selection activities.
Responsible for entering project data (descriptions, justifications, cost estimates, etc.) into both the Facility Management Software System (FMSS) and the Project Management Information System (PMIS).
Provides support to park management to seek regional and national funding and prioritization for a variety of fund sources.
Understands and follows NPS Asset Management Program (AMP) principles and is sensitive to the Total Cost of Facility Ownership (TCFO) in making decisions.
Prepares appropriate project documents throughout the project (e.g., Project Agreement, Capital Asset Plan) and facilitates required approvals (e.g., Regional and/or Bureau Investment Review Board, Director's Approval) as required by the specific fund source.
Conducts or supervises physical inventories of historic and non-historic structures, maintained landscapes, roads, trails, utilities, and other structures.
Works with in-house maintenance crews to observe, record, and diagnose deficiencies in historic and non-historic structures. Recommends corrective actions and interim control measures and generates cost estimates for repairs.
Prepares documentation to meet NHPA and NEPA compliance requirements.
Appointment subject to background investigation and favorable adjudication.
Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications
All qualifications must be met by the closing date of this announcement-06/20/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. YOU MUST MEET AT LEAST ONE OF THE FOLLOWING BASIC REQUIREMENTS:
1. Successful completion of a four-year course of study leading to a bachelor's degree or higher degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.
2. Successful completion of a four year course of study leading to a Bachelor's Degree or higher degree that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
3. Possession of a current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
4. You have passed the Engineer-in-Training (EFT) examination, and in addition, you have a combination of education in the field of general engineering and professional engineering experience which totals at least four years.
5. Successful completion at least 60 semester hours of course work in the physical, mathematical, and engineering sciences. This course work includes differential and integral calculus, as well as courses in at least five of the seven areas listed above. Also, you have professional general engineering experience which, when combined with your education as described above, totals at least four years.
6. You have a bachelor's or higher degree in engineering technology, chemistry, physics, architecture, computer science, mathematics, hydrology, geology, or another scientific field directly related to engineering. In addition, you have at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
7. Possession of an Architecture Degree.
8. Possession of a degree in a field related Architecture that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
9. Possession of a degree in architectural engineering, in which the completed course work in architectural engineering provided knowledge, skills and abilities equivalent to those provided above.
10. You have at least 1 year of experience in architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
In addition to the basic requirements described above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing architectural and/or engineering expertise to manage the design, construction, operations, and maintenance of facilities; evaluating, advising on, overseeing, and/or directing contracted work to ensure its quality and compliance with plans, designs, and specifications; conducting studies and developing plans, specifications, and construction requirements such as schedules, costs, labor, and materials. This experience must be reflected in your resume. You must include hours per week worked.

Physical Demands: Work includes both office and occasional fieldwork. There are times when work is sedentary, but also times of walking, lifting, and carrying equipment at project locations. Working Conditions: Most work is performed in an office setting, with occasional fieldwork involving moderate risks associated with construction operations.
