This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of ten years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Area and Housing Information: Santa Fe (population approximately 83,000) is located 60 miles north of Albuquerque, at an elevation of 7,000 feet. Rentals and purchase prices for homes in Santa Fe are very high. Public, private and parochial schools are available. There are two colleges, St. John's College and Santa Fe Community College. All medical services and complete shopping facilities are available. The duty station of this position is located at 1100 Old Santa Fe Trail. Government Housing is not available.

Area and Housing Information: Lakewood, Colorado, is a suburb west of Denver, population approximately 150,000, located in Jefferson County at an altitude ranging from 5,400 to 6,000 feet. Climate is dry with an average of only 15.14 inches of precipitation. Public transportation is available through RTD (Regional Transportation District). Housing is available on a rental or purchase basis in the area. Denver metropolitan area has excellent medical and recreational facilities, churches, shopping and cultural arts. Education is received from nationally recognized Jefferson County Public School System.

DUTIES:

  • Provide and/or manage project scoping, data and asset management, design phases (pre-design, schematic design, design development, construction documents), value analysis, technical assistance, and administration for a broad range of facility projects and maintenance operations.
  • Prepare project briefings regarding design and construction of facility projects.
  • Evaluate architecture/engineering studies, plans and specifications to determine constructability, conformance with project scope, and agency/code/policy requirements.
  • Utilize AutoCAD, or similar technical graphic software, for project design and documentation.
  • Research as-­built drawings and perform site investigations to determine and verify existing conditions of architectural or engineering projects.
  • Provide electrical engineering expertise to individuals or groups, to reach solutions which are in accordance with industry standards/codes and agency policy.
  • Prepare and maintain project documentation, such as logs, reports, photographs, correspondence, status reports, record of meetings, conversations, etc.

Physical Demands:
The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic constructions activities, field inspections, or to observe and study work operations in an industrial storage, or comparable work area. Employees may carry light items such as books, instruments, and other similar materials. Depending on project assignments, the work may require periodic to frequent travel of up to five continuous working days, and driving a motor vehicle long distances to reach remote parks.

Working Conditions:
The work is usually performed in an office setting. The work area:
  • normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms; or
  • may involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions.
The employee may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required by individual projects, to allow safe and thorough assessment of existing facilities and/or new construction.

Qualifications

In order to qualify, you must meet the BOTH the Basic Requirements and Education and/or Experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

BASIC QUALIFICATION REQUIREMENT for the 0850 series:

A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.-OR-
B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts. -OR-
C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. -OR-
D. Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts. -OR-
E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. -OR-
F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-12:
Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service performing the following professional Electrical engineering work: (1) developing electrical engineering project construction drawings, technical specifications, and cost estimates; (2) serving as a project manager on multiple concurrent electrical engineering projects; (3) applying principles and concepts of professional engineering principles, practices, procedures of project development; (4) managing contractors or other project team members; (5) providing operational leadership principles and risk management regarding work safety.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.


GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected you will be required to submit a valid driver's license prior to entry on duty.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
