ECAP is a career ladder, formal developmental program that will offer you a permanent position upon successful completion of the program. Program participants are eligible for non-competitive annual promotions/salary increases up to the GS-12 grade (see General Schedule (opm.gov) for annual salary figures by location and grade). Promotions and salary increases are based upon successful performance and supervisory approval.
This position is eligible for telework and/or EMCBC's remote work pilot program.
The following are the duties of this position at the GS-12 grade level. Since you will be selected at a lower grade level and placed in the ECAP developmental program, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Contract Specialist, you will:
Serve as an ECAP Contract Specialist for CBC and client sites' procurement of goods and services, with responsibility for procuring services from contractors with the expertise and capability to successfully remediate and restore in a safe and compliant manner, sites and facilities, and which have been contaminated with highly hazardous radioactive and chemical constituents.
When assigned to work on a team, works with the team leader to develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Prepare and issue solicitation documents. Select provisions and clauses. Ensure use of appropriate evaluation criteria in solicitations.
For negotiated procurements follows FAR Part 15 procedures. Establish method of procurement, milestones, acquisition plan and type of contract for review and validation by a senior specialist or technical team leader. Develop procurement plans by following FAR Part 9 to review previous history, market conditions, and specifications or technical data packages.
Prepare solicitations and determine sources to be solicited. Conduct pre-solicitation/pre-proposal conferences and processes protests. Perform detailed analysis of bids/proposals received, ensuring strict compliance with specifications on advertised procurements, and recommending award to lowest responsible, responsive bidder. Perform detailed analysis of proposals received, ensuring strict compliance with specifications on negotiated procurements, and recommending award based on best overall value to the Government.
Coordinate actions with customers, legal counsel, technical, and financial specialists, the small business utilization specialist, etc., who represent the various disciplines involved in the procurement process.

BASIC REQUIREMENT FOR THE 1102 SERIES:
A. 4-year course of study leading to a bachelor's degree with a major in any field;
