Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a Contract Specialist, you will:

  • Develop procurement objectives and strategies to be pursued under assigned programs, taking into account DOE and Government considerations such as socio-economic programs, competition maximization, pricing arrangements, subcontracting and special considerations requiring the use of innovative and unique acquisition techniques.
  • Oversee planning, preparation and conduct of pre-solicitation/pre-proposal and/or post-award conferences, proposal evaluations, the establishment of negotiation objectives, determination of type of contract, and the appropriate authorities for limited completion or non-competitive acquisition of assigned programs.
  • Determine contractor adherence to legal, financial, production and delivery requirements; submission of periodic technical and progress reports, and responsibility regarding timely delivery; loss, destruction or damage to Government property; shipping and material discrepancies, performance issues, or other problems.
  • Review and recommend approval or disapproval of deviations or waivers from contractual terms or specifications requested by the contractor.

Qualifications

You must meet the eligibility and qualifications within 3 months of the closing date of this announcement.

For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:

  1. Conducting research/analysis.; OR
  2. Assisting in analyzing any contract administration principles and practices.

OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Graduate education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes:

  1. Conducting research/analysis.; AND
  2. Analyzing any contract administration principles and practices & making recommendations for improvements.
OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Graduate education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

You must submit transcripts with your application for proof of education with degree conferred or expected date.

Basic Requirements that must be met for the 1102 series:


A. 4-year course of study leading to a bachelor's degree with a major in any field;

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, the graduate education is required to be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

If substituting education for specialized experience, you must submit proof of your qualifying education. Education must demonstrate the competencies necessary to do the work of the position.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. Failure to provide college transcripts may result in a rating of 'Ineligible'.

The Presidential Management Fellows (PMF) program provides individuals, who have recently graduated from a qualifying educational institution or program, with developmental opportunities in the Federal Government. Participants must have obtained a qualifying, advanced degree, or completed a qualifying career or technical education program with the preceding 2 years. Upon successful completion of the program, the Department of Energy MAY at agency discretion non-competitively convert the PMF to a career or career-conditional appointment.

CONVERSION REQUIREMENTS: This is not automatic, nor guaranteed. Conversion is at the discretion of the hiring manager and employing office. To be eligible to be converted to a permanent or term position you must:
  • Be a US Citizen
  • Be recommended for conversion by your manager.
  • Successfully completed all PMF Program requirements.
  • Meet the OPM Qualification Standards for the position to which the Fellow may be converted.
  • Maintain acceptable performance under the agency's approved performance management system.
  • Obtain ERB, or equivalent, certification prior to conversion.
