Help

The Mechanical/Electrical Engineer provides technical direction and coordination for maintenance, repair, operation and modification of a wide variety of building and site mechanical and electrical systems within the Park.

Mechanical systems and equipment that the engineer is expected to provide technical expertise on include the following: heating, ventilation, and air-conditioning (HVAC) systems; building automation systems; pumping, plumbing, fire suppression, fire detection, fire alarm, and building utility systems.Electrical systems and equipment that the engineer is expected to provide technical expertise on include the following: primary and secondary electrical distribution, substations, transformer stations, switchgear, controls, commercial and residential interior wiring systems, power supply to critical and specialized equipment, primary and backup power generation systems, photovoltaic (PV) systems, and signal systems such as fire and security alarm systems, and SCADA systems.

Project emphasis is on facility-related mechanical and energy systems, but will encompass a variety of situations, from conventional facility and infrastructure construction to complex and unique projects involving the rehabilitation of archaic electric and mechanical systems in historic buildings to meet safety, code compliance, and sustainability requirements. The position will perform the following duties:

  • Provide design and engineering services for mechanical and electrical systems.
  • Provide recommendations for repair and rehabilitation of existing mechanical and electrical systems.
  • Prepare complete construction documents, including drawings, specifications and estimates.
  • Review work products developed by consulting Architect/Engineer (A/E) firms, for accuracy and technical competence.
  • Serve as Contracting Officer's Representative (COR) for Architect/Engineer and Construction contracts.
  • Ensure work completed by contractors is compliant with contract documents and code requirements.

  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • You will be required to sign a career seasonal employment agreement as a condition of employment.

Qualifications

To qualify for this position at the GS-12 grade level, you must possess at least one of the following basic qualifications by close of the announcement (you must include your transcript(s)):

BASIC REQUIREMENT:

A. Have a professional engineering degree that included courses accredited by the Accreditation Board for Engineering (ABET) as a professional engineering curriculum; OR included differential and integral calculus AND courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. I have a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration--Current registration as a Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2) Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) exam or any other written test required for professional registration by an engineering licensure board in the various states, District of Columbia, Guam, and Puerto Rico. 3) Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in paragraph A. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4) Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering.

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements for the 0830 or 0850 series shown above, you must also meet the following Specialized Experience Requirement shown below to qualify for this position:

At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Preparing plans and specifications for the mechanical and/or electrical features of construction and rehabilitation projects for a multiple use site or large facility; 2) Advising on problems that arise during the construction process as they pertain to mechanical and/or electrical systems and features for a multiple use site or large facility; 3) Preparing designs, reviews, calculations, analysis, and cost estimates for contract specifications as they pertain to the design and installation of mechanical and/or electrical features; 4) Advanced proficiency in the use computer-aided design and drafting (CADD) systems to prepare construction drawings and technical exhibits. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level of this announcement.

Additional information

This is a Career-Seasonal position. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but are subject to release and recall procedures. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year, based on project requirements or weather conditions. Selectee is guaranteed to work at least 6 months per service year but not more than 50 weeks per service year. For this position, placement in a non-pay status is expected to occur for two weeks in the December of each year.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR §575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work is primarily sedentary. Visits to job sites or travel to conferences and training may be required. Occasional hiking, climbing, or crawling to perform assessments and inspections of park facilities and construction projects will be required. Travel by foot or stock to remote project locations through rugged terrain, including very steep, wet, muddy rough, uneven or rocky surfaces will periodically be required, and can require carrying heavy backpacks, tools, equipment or other loads.

Working Conditions: The work is normally performed in an office setting. Travel to various site locations within the park to perform assessments and inspections of park facilities and construction projects will be required.

Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Housing: Government housing is NOT available.
