Duties

Help

As a Program Manager (Building Codes), you will:

  • Manage and direct the planning, development, implementation, and evaluation of a national building codes program involving regulatory actions on developing and advancing building energy codes.
  • Direct the formulation and integration of scientific, engineering, and technical requirements to structure buildings codes program; advise, analyze, and provide expertise on building code developments/ actions relating to U.S. Department of Energy (DOE) and other Federal agencies which potentially affect the organization.
  • Analyze and make recommendations on strategies supporting building energy efficiency and renewable energy initiatives, including recommendations on initiatives for other programs, to help prime the building code policy and regulatory landscape for future success.
  • Lead program reviews; monitor, evaluate, and lead audits; conduct site reviews; and evaluate presentations and reports; develop, review and implement project plans that directs the work undertaken by laboratories, contractors, and grantees.
  • Oversee the development and implementation of multi-year program plans and annual operating plans, and manage the application of resources to effectively achieve planned objectives.
  • Supervise a staff of professional and administrative senior analysts; assign work to subordinates; evaluate work performance; approve work schedules and leave; provide advice, counsel, or instruction to employees on both work and administrative matters; oversee recruitment actions, disciplinary measures; recommend awards or bonuses.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  • Experience managing energy regulatory programs with federal or state governments, national laboratories and/or with national stakeholders.
  • Leadership experience in providing strategic and policy direction on programs related to building energy efficiency codes, thereby increasing the energy efficiency and decarbonization of buildings.
  • Experience in overseeing a portfolio of activities, including efforts to improve the energy efficiency of building components and equipment and their effective integration using whole-building-system design techniques.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
